Investigators say Westbrook exposed himself to a woman inside a Williamson Square store April 9 and then ran down Southwinds Boulevard. He is also alleged to be the man who, on April 20, exposed himself to a woman in the parking lot near Hobby Lobby at the same shopping center.

"The suspect had his pants down and ensured that the victim saw him engaging in sexual activity," police said at the time. "The suspect was alone in the car."
