MONTGOMERY COUNTY, TX — The Montgomery County Commissioners Court will enter closed session to discuss legal issues regarding American Rescue Plan Funds during its regular meeting at 9:30 a.m. Tuesday.

Commissioners will meet with County Attorney B.D. Griffin in the closed meeting and could take action after returning from the executive session.

Montgomery County was awarded $117.9 million in Coronavirus State and Local Fiscal Recovery Funds in May as part of the American Rescue Plan Act of 2021. The City of Conroe received $15.8 million.

Commissioners also went into executive session to discuss the funds in their May 25 meeting and June 8 meetings.

Here is what's on the agenda in Montgomery County this week.

Monday:

The New Caney ISD Board of Trustees will discuss personnel matters in closed session during its regular meeting at 6 p.m. The board also will deliberate a potential property transaction during its closed session. For the full agenda, click here.

Tuesday:

The Montgomery City Council is expected to pass an ordinance amending Chapter 64 of the City of Montgomery Code of Ordinances, which is titled "Peddlers, Solicitors and Vendors," at its regular meeting at 6 p.m. Tuesday at Montgomery City Hall. The amendment would set provisions and guidelines for the approval of street festivals in the city.

Under the amendment, applicants wanting to host a festival in the city will have to file a permit application with the city secretary at least 30 days before the event and pay a $50 permit fee along with a $200 clean up deposit. Permit applications, which include detailed information about hosts, location, start and end times, applicable TABC permits, and vendors. Applications would be approved by the city administrator and coordinated with the police chief.

Wednesday:

The Conroe City Council will discuss and possibly pass a resolution authorizing the city to submit an application for membership in the Texas Main Street Program this week. The Texas Main Street Program is operated by the Texas Historical Commission to help preserve, revitalize and support main street communities and downtowns across the state. Discussion will take place at Wednesday's workshop, which begins at 2 p.m. Wednesday at the City Hall Council Chambers at 300 W. The Woodlands Township Board of Directors will have a regular meeting at 6 p.m. at The Woodlands Township located at 2801 Technology Forest Blvd. The board will continue to discuss the Incorporation Planning Study, which will be on the agenda at least once a month at the request of Chairman Gordy Bunch. The Board of Directors resumed discussion and consideration of the process at last week's June 17 meeting, which included a brief history of local governance and the incorporation study process, an overview of the financial assumptions used in the 2018-2020 study, and a review of water and sewer utility options available under incorporation.

The Woodlands Township Board of Directors also will consider a proposal allowing e-bikes, motorized bicycles, on the community's pathway systems. They are currently prohibited under Township Order 019-09. The proposal was born out of public comment from a previous meeting. For the full agenda, click here.

The Shenandoah City Council will consider and possibly pass an ordinance to grant WXYZ bar a zoning alcohol permit during its regular meeting at 7 p.m. at the Shenandoah Municipal Complex. WXYZ is located inside the Aloft Hotel at 19391 David Memorial Drive in Shenandoah. Here is the full agenda.
