Escoto is a retired U.S. Customs and Department of Homeland Security special agent who currently serves on the Shenandoah Planning and Zoning Commission. Escoto believes the biggest challenge facing Shenandoah is improving mobility, and he views ensuring consistent electricity for residents and maintaining low property taxes and water and sewer rates as his other top priorities.

Samuelson retired from the oil and gas industry, working at the Apache Corporation. He previously served as the treasurer to the City Council of The Village of Minnetonka Beach in Minnesota. Samuelson wants to protect the low tax rate by maximizing sales tax revenues and provide a high level of city services for Shenandoah residents. He is a new Shenandoah resident but believes he will bring a fresh perspective to the City Council.
