Fredericksburg Restaurant Inspections: Dead Bugs At KFC, Popeye's
The Rappahannock Area Health District found violations at 5 restaurants in Stafford and Fredericksburg during recent health inspections.
FREDERICKSBURG, VA — Officials from the Rappahannock Area Health District inspected multiple food storage and preparation businesses across the region from June 9 to June 16, including three locations with violations.
As coronavirus restrictions continue to loosen around the state, health inspectors are returning to conduct restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department also performs a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.
Depending on the results of the inspection, the health department can pursue several actions. They can issue a permit for the restaurant to continue serving food, they can schedule a follow-up inspection to determine if violations have been rectified, or they can temporarily shut down an establishment until certain issues are solved.

- Absence of active managerial control observed during the inspection. Hot holding, cold holding and hand washing procedure violations were noted during the inspection. All violations were discussed and addressed during the inspection with the person in charge.
- Observed a food employee later their hands with hand soap under running water. Hands were not effectively cleaned due to hand soap being flushed down the drain.
- observed multiple containers of raw chicken breading mixture and batter uncovered without adequate overhead protection. Employees were not actively engaged in breading raw chicken.
- Observed breaded popcorn shrimp (105°F) and bone-in breaded chicken (120°F) hot holding at improper temperatures.
- Observed raw breaded shrimp cold holding at 59°F in the 1 door reach in freezer
- Observed harborage conditions in the food establishment. The following conditions were observed: the back door was propped open upon arrival, significant accumulation of debris under the shelving of dry storage area including food debris, wet floors throughout the facility, food debris noted under and behind cooking equipment. Two dead insects were noted in the dry storage area.
- The back door does not have a tight-fitting seal to prevent the intrusion of pests. Observed gaps along the base and top of the door.
- Absence of covered receptacle in the female toilet room.
- The walls and floors throughout the facility are in need of cleaning. Observed soiled ceiling tiles in the dining room and areas of the kitchen.
- Observed food employee sanitizing the front prep counter where uncovered foods (French fries) were located in the hot holding well.
- Observed absorbent ceiling tiles in the kitchen, which are not smooth or easily cleanable.

- Observed food employee lather their hands with hand soap under running water. Hands were not effectively cleaned due to hand soap being washed down the drain during handwashing procedures
- Observed food employee sneeze and then proceed to handle clean equipment at the fryers to handle cooked chicken.
- Brush used in contact with raw chicken breading mixture is being cleaned and sanitized every 8 hours, based upon a conversation with food employee.
- Observed accumulation of debris on the soda dispenser nozzles. The person in charge reported they are removed for cleaning and sanitizing once a week.
- Harborage conditions observed in the food establishment. Observed water and debris (oil residue) on equipment stored in the basement and also observed accumulation of refuse (disposable cups/napkins) in the cabinet under the beverage station in the dining room. Presence of dead pests were noted in the basement.
- Observed spray nozzle attached to a long hose connected to the mop sink with the water turned on. Observed hose bib connector attached to the faucet at the mop sink which does not prevent backflow and back siphonage under continuous pressure.
- Accumulation of debris was noted on the floors and ceiling vents throughout the facility. Observed presence of dead insects on the floors in the basement which houses the walk in freezer #2
