Fredericksburg Restaurant Inspections: Violations At 10 Locations

The Rappahannock Area Health District found violations at several restaurants across Stafford County and the City of Fredericksburg.

FREDERICKSBURG, VA — Officials from the Rappahannock Area Health District inspected multiple restaurants across the region from June 24 to June 29.

As coronavirus restrictions continue to loosen around the state, health inspectors are returning to conduct restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department also performs a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

Depending on the results of the inspection, the health department can pursue several actions. They can issue a permit for the restaurant to continue serving food, they can schedule a follow-up inspection to determine if violations have been rectified, or they can temporarily shut down an establishment until certain issues are solved.

Here are the most recent restaurant inspections from around Stafford and Fredericksburg.

  • Quickway Japanese Hibachi, 5422 Southpoint Plaza Way Fredericksburg, VA 22407
    • Date inspected: June 29
    • Total violations and corrective actions: 3
    • Violations:
      • Water from any of the handwashing sinks in the facility was measured at a temperature less than 100°F. Temperature measured 67'F. On demand water was not turned on. Heater was turned on and soon water temperature measured 110'F.
      • Observed the cook using two spatulas to scoop raw chicken and beef from the cold holding drawers and place the meat on the flattop, then use the same spatulas to stir cooked chicken and beef on the flattop. Clean spatulas were brought out, two for raw product and two for cooked product.
      • Observed cases of raw chicken thighs stored on the floor under the shelving inb the walk in cooler. Chicken was re-located during inspection.
  • Starbucks Coffee, 1699 Carl D. Silver Pkwy Fredericksburg, VA 22401
    • Date inspected: June 29
    • Total violations and corrective actions: 5
    • Violations:
      • Observed no handsoap at the handsink next to the dishwasher. During inspection, the PIC provided handsoap.
      • Observed no paper towels at handsink next to dishwasher. During inspection, PIC provided paper towels.
      • The drive-thru RIC was not at the proper cold holding temperature. The following items had exceeded the 4 hours (6:30am - 10:30am) : 1 1/2 quarts of half & half at 48 degrees F, 2 quarts of whipping cream at 46 degrees, and 5 hard boiled eggs at 46 degrees F in the protein boxes. During the inspection, the PIC discarded the TCS food.
      • No temperature measuring device for high temperature dishwasher.
      • Observed excess litter and a pile of building tiles surrounding the dumpster and recycling bin.
  • Dunkin’ Donuts, 551 Warrenton Road Fredericksburg, VA 22406
    • Date inspected: June 29
    • Total violations and corrective actions: 9
    • Violations:
      • A designated person in charge was not onsite or represented upon arrival to conduct the inspection. The person in charge arrived at 10:00 a.m.
      • Observed food employees using the only hand sink in the front beverage prep area to rinse wiping cloths stored in chemical sanitizer and rinse food contact equipment.
      • Observed a food employee use the same single use disposable glove to wipe a counter top with a wiping cloth held in Quaternary Ammonium sanitizer and then proceed to prepare a drink order.
      • Observed dairy creams held in creamer units #1 (49 degrees F) and #2 (50 degrees F)cold holding at improper temperatures. The person in charge reported the dairy creamers were pulled from a reach in cooler at 8:00 a.m, temperature was taken at 10:00 a.m.
      • Observed the following during the inspection: 1- Spray bottle of Spic and Span cleaner was stored on the prep area used to prepare hot beverages, the spray bottle was in close contact with syrup pump bottles, and 2- multiple spray bottles of various chemical products were stored hanging over the three compartment sink over cleaned and sanitized food contact equipment.
      • Observed two employees without proper hair restraints working in the back of the house.
      • Observed food contact equipment stacked on the drainboard while wet after cleaning and sanitizing. Also observed a food employee place espresso machine bottom plate on the equipment while wet after sanitizing, which may have come in contact with espresso wands used in contact with guest beverages.
      • Accumulation of debris was noted on the following nonfood contact surfaces: 1- interior door of the front reach in cooler #2, 2- top of the ice bin in the drive-thru area, 3- handle of turbo chef ovens, 4- base of the ovens in the prep area in the back of the house and 5- lids of food containers stored under the ovens in the back of the house.
      • Observed the following areas in need of cleaning: Wall behind the coffee service line, ceiling vents above the ice machine and ceiling vents in the men's toilet room.
  • Holiday Inn Express, 5422 Jefferson Davis Highway Fredericksburg, VA 22407
    • Date inspected: June 28
    • Total violations and corrective actions: 2
    • Violations:
      • Person in charge was unable to provide documentation that all staff are trained on the facility's employee health policy. PIC stated training will be conducted at the next staff meeting.
      • Observed the interior of the microwave to be soiled.
  • Latino Market International, 2026 Plank Rd Fredericksburg, VA 22401
    • Date inspected: June 28
    • Total violations and corrective actions: 5
    • Violations:
      • No paper towels at the handwashing sink next to 3 compartment sink. During inspection, employee placed paper towels at handsink.
      • Observed a paper towel and soap dispenser over the 3 compartment sink.
      • The following food item(s) were observed cold holding at improper temperatures: 1. One container of stewed pork (48 - 50 degrees F), 1 container of green ribs (48 - 49 degrees F), 1 container of spicy tamales (48 - 49 degrees F), 1 container of refried beans (48 - 49 degrees F), and 1 container of red salsa (48 degrees F) in the walk-in cooler. 2. One container with 7 tamal de elote (48 - 50 degrees F) and 1 container of white rice with peas and carrots (45 - 48 degrees F) in the reach in cooler. During the inspection, the food was discarded.
      • Observed 2 large plastic containers of shredded cabbage and carrot (prepared 06/21/21) in the walk-in cooler that expired 06/27/2021. During the inspection, the expired food was discarded.
      • PIC could not produce an appropriate food temperature measuring device to verify cooking temperatures. During inspection, employee purchased a thin probe thermometer.
  • Starbucks Coffee Company, 821 Warrenton Road Fredericksburg, VA 22406
    • Date inspected: June 28
    • Total violations and corrective actions: 2
    • Violations:
      • Food employee touch their face with their bare hands and proceed to handle a blender used to dispense a customer's beverage without washing their hands and 2- an employee handle a plunger used to push down refuse in a trash can and then proceed to begin to handle equipment to prepare a customer's food order without washing their hands.
      • Observed a food employee touch the wand used in direct contact with espresso beverages with their bare hands.
  • McDonald’s of Stafford #10738, 2862 Jefferson Davis Highway Stafford, VA 22554
    • Date inspected: June 28
    • Total violations and corrective actions: 7
    • Violations:
      • Observed a food employee place raw hamburger patty on the grill to be cooked, take his single-use disposable glove off touching the palm side of the dirty glove with his bare hands, and then proceed to handle a spatula used to cook and serve cooked hamburgers.
      • Observed accumulation of debris on the upsplash of the juice machine and iced tea brewer in the back of the house.
      • Observed the following TCS foods cold holding at improper temperature on the bottom portion of the 2 door upright cooler: Shell eggs (49, 48 degrees F), pasteurized liquid eggs (54, 58 degrees F), pre-cooked egg patty (52 degrees F). The person in charge reported the TCS foods have been in the unit since 10:30 a.m. and the temperatures were taken at 2:46 p.m.
      • Observed significant presence of flying insects in the kitchen and toilet rooms. The person in charge reported pest control was contacted and is expected to conduct an inspection within the next business day.
      • Observed multiple food employees working in the back of the house without proper hair restraints.
      • Observed accumulation of debris on the following nonfood contact surfaces: Inside the 2 drawer freezer, exterior door of fryers, bar prep table refrigerator which is not currently in use, and non food contact surfaces of the ice cream machine.
      • Observed accumulation of debris in the following areas: 1- under shelving in the dry storage area, behind the ice machine and the floor under the back prep table. The person in charge directed food employees to clean behind the ice machine and flooring under the back prep table during the inspection.
  • Pollito-Chicken, 10420 Courthouse Road Spotsylvania, VA 22553
    • Date inspected: June 28
    • Total violations and corrective actions: 4
    • Violations:
      • The back door to the facility is not self-closing. EHS recommended the PIC adjust the self-closure device installed on the door.
      • The following items need to be sealed to the adjoining wall: 3-compartment sink, hand sink in the women's restroom, hand sink by the 3-compartment sink.
      • The women's restroom door is not self-closing. EHS recommended to adjust the self-closing hinges installed on the door.
      • Observed the ceiling tiles in the mop sink room, men's restroom, and women's restroom were observed to be constructed of a material that is not non-porous and cleanable.
  • Burger King, 740 Warrenton Road Fredericksburg, VA 22406
    • Date inspected: June 25
    • Total violations and corrective actions: 7
    • Violations:
      • Observed two food employees who did not apply correct hand washing procedures during the inspection. Observed the following: (1) Food employee lather their hands with hand soap for 5 seconds prior to rinsing under running water and (2) Food employee lather their hands under running water, hands were not effectively cleaned due to hand soap being flushed down the drain.
      • Observed four cartons of unopened pasteurized liquid eggs (57 degrees F in one carton) holding in a plastic container of ice which only reaches up to half of the carton. The person in charge reported the eggs were pulled from the walk in cooler at 9:30 a.m
      • Absence of ambient air thermometer in the chicken breading cooler and the 1 door upright cooler #1.
      • Observed absence of effective hair restraints for employees working in the food preparation areas of the food establishment.
      • Observed stack of plastic food containers used for hot holding TCS foods stacked while wet after cleaning and sanitizing on a shelving unit near the three compartment sink.
      • Accumulation of debris was noted on the exterior doors and internal surfaces of the 1 door upright freezer and 1 door reach in cooler #1 and chicken breading cooler.
      • Observed less than 2 foot candles of light in the walk in cooler.
  • Poco Loco Mexican Restaurant,5414 Mudd Tavern Rd Woodford, VA 22580
    • Date inspected: June 24
    • Total violations and corrective actions: 6
    • Violations:
      • Person in charge was unable to provide documentation showing employees have been trained on the facility's employee health policy.
      • Cooked ground beef (48'F) stored in a large plastic container in the walk-in cooler appeared to be improperly cooled. PIC stated the ground beef was prepared last night and stored in the walk-in cooler overnight to cool. EHS observed significant amount of condensation build-up on the lid of the container. Ground beef was discarded.
      • Observed the following prepared/cooked foods without proper date marking: shredded chicken and ground beef in the walk-in cooler, chicken wings and chicken taquitos in the 3-door reach-in cooler.
      • No thin probed food thermometer available.
      • Observed a significant amount of apparent drainflies in the warewashing area, mop sink area, and in the employee restroom.
      • Observed the ceiling in the employee restroom to be in disrepair.
