Man Charged With Taking Indecent Liberties With Girl At Sherwood Library
Police say 45-year-old touched himself inappropriately
Mount Vernon district police say a 45-year-old man touched himself inappropriately in the presence of a 14-year-old at the at about 5:10 p.m. on Monday, Oct. 17.
Police charged Jeffrey A. Tibbs, of no fixed address, with taking indecent liberties with a child.
