Top 15 Provisions In Milwaukee's Agreement With DNC

MILWAUKEE, WI — When public officials and civic leaders stepped up to the podium inside the Fiserv Forum on Monday, March 11 to announce that the 2020 Democratic National Convention will be held in Milwaukee, they had in-hand an agreement between the DNC and City of Milwaukee for a host of provisions. That agreement was unanimously approved by the Milwaukee Common Council earlier that day.
The 25-page agreement calls for the City of Milwaukee to provide a number of things ranging from police protection, fast permitting, areas for protesters, street closures and a raft of insurance coverage.

Here are the top 15 provisions from that agreement:
1. Fast-Tracking DNC Permits
Milwaukee will fast-track all permits needed for the 2020 DNC. According to the DNC's contract with Milwaukee, city officials have agreed to "reasonably expedite the review and approval process for any and all permits, variances, licenses or other approvals."

2. Police Escorts For Everybody
Milwaukee will provide police escorts for all DNC personnel who deliver credentials to state delegations and the media at respective hotels.
3. Security For Convention Offices and Parking Lots
They'll also provide armed security patrols for each of the convention offices during the convention and also armed security patrols for any parking lot or transportation staging area in which DNC-owned or operated vehicles are stored.
4. Security For Key Hotels
Milwaukee's on the hook for providing security at the DNC headquarters hotels and other convention hotels in the Metropolitan Area as well as special security protection for delegates and other officials.
5. Milwaukee Will Set Up A Network Of Security Cameras
Milwaukee will provide a private network of IP security cameras in and around all Convention Offices so that DNC security staff may securely monitor in and around Convention Offices from any location via an Internet connection.
6. ... And Security Equipment
Milwaukee officers will install and operate magnetometers, hand scanners, package scanners/x-ray machines.
7. ... And Safes
Under the agreement, Milwaukee will provide "an adequate number of safes, security containers, and storage facilities" for DNC equipment in accordance with DNC requirements.
8. The DNC Can Close Down Streets, Sidewalks
Milwaukee has also agreed to authorize DNC officials the ability to close down various streets and sidewalks for the convention. Under the agreement, the city will build fences and set up barricades under the auspice of the overall DNC security plan.
9. Protesters Will Get A Tiny Area For Themselves
Milwaukee will also designate a specific "demonstration area" and also a specific parade route in order to safely house protesters and direct local delegates, candidates and other officials.
10. You Can Watch The DNC On Local Cable Access
Milwaukee under the agreement will live stream broadcast convention proceedings on the web and also on the city-owned or public access cable station."The City shall make its best efforts to broadcast, and live web stream, the Convention proceedings on the City-owned or public access cable station to the reasonable specifications of the DNC, including that such program be closed captioned."
11. Only the DNC Can Sell DNC Stuff
Under the agreement, the DNC, Milwaukee, host committee and various authorized contractors will be the only ones allowed to market the convention, use its logo, and sell convention-related gear. "Neither the City nor the Host Committee shall, without the express prior written approval of the DNC, sell, distribute, or promote any merchandise that would infringe or violate any exclusive copyright, trademark or other intellectual property right of the DNC," the agreement states.
12. But Hey, Free Street Car Rides
Under the agreement, Milwaukee will provide unlimited free rides on the Milwaukee Streetcar for Convention attendees and the public during the Convention Period.
13. The DNC Is Not Responsible For Unruly Individuals
Under the agreement, any employee, delegate, official or volunteer of the convention is directed to comply with local and state laws and regulations, including campaign finance laws, fair employement practices, and those associated with health, fire and public safety.
The agreement states that individuals would be held liable for the actions, but that the DNC would not be held liable. The agreement also stipulates that any violations by individuals will not represent a breach in the DNC's agreement with the city.
14. No Graft Allowed
Under the agreement, neither the city nor any person on its behalf has paid or agreed to pay any commission, percentage or fee of any kind to any person or entity contingent upon or resulting from entering into or performing this City Agreement.
15. Insurance
The host committee is responsible for obtaining a raft of insurance policies, including:
- $10 million general liability insurance policy.
- $3 million in real and personal property insurance with replacement cost coverage.
- $5 million in commercial automobile liability insurance covering owned, non-owned and hired
- automobiles.
- $250,000 in money and securities insurance coverage.
- $250,000 in accident medical coverage.
- $1 million in insurance coverage for all DNC directors, an unspecified amount of worker's compensation insurance.
- Umbrella or excess liability insurance with a $250 million combined single limit for bodily injury and property damage.
- Cyber/Technology coverage with a limit of up to $10 million.
- Police liability insurance with up to $10 million in coverage.
