A rejection of Fait Compli Governance

In Milwaukee, People of Color and the Work Challenged are the majority Core Constituents. They are at the top of the Organization Chart in Milwaukee as the Electorates. They are the owners of the city coffer and recipients/benefactors of funds and policies of the federal government.
The city of Milwaukee has over a half-million folks - 599,164. Over ¾ are People of Color – African Americans make up 40%. Milwaukee is the largest city in Wisconsin and is the economic gateway city for Wisconsin.
Yet, African American and other People of Color are subjected to double standards, the last to consistently be informed, and to participate in leadership strategic planning, decision making that promotes their quality of life and economic development for self-sufficiency and their well-being. It is serial DISCRIMINATION and Taxation without representation.

The elected-appointed-hired-and donor for hire city government representatives annually take the funds and shop it primarily to Caucasians of favor, Caucasians of wealth, Caucasians overseeing boards-authorities-committees-departments, Caucasians from outside of the city, Caucasians that visit the city as tourists, Caucasians that make up law enforcement, Caucasians working in the city and taking dollars to the coffers of outer areas.
It is time to Drain the Swamp in both personnel and policies at the city level.

FAIT ACCOMPLI
A thing that has already happened or been decided before those affected hear about it, leaving them with NO OPTION but to accept.

The “unbridled” Fait Accompli style governance of the charter officers (mayor, common council, treasurer, comptroller, and city attorney) for the city of Milwaukee has led to decade-after-decade of segregation, generation-after-generation of disparity, pitting the haves against the have-nots, pitting the have-nots against the have-nots, pitting neighborhoods against neighborhoods, pitting Caucasians against African Americans and other People of Color and a lack of COMMITMENT to build capacity in Milwaukee’s Infrastructure that recognize and remove DISCRIMINATION to BREAK-THE-CYCLE of Enduring Concentrated Poverty.
Our local government, elected-appointed-hired and donor-for hire government representatives reached a crescendo in unbridled behavior of FAIT ACCOMPLI giveaways in 2015 and 2016. The annual and regular giveaways were enjoined by 1) the Mega NBA Bucks deal of $47 million with over 30 years of Involuntary Servitude for/by Milwaukeeans, 2). Rick Barrett Couture Streetcar deal, 3). Northwestern Mutual prime real estate, 4) the pre-emptive strike of patterns and practices by Mayor Tom Barrett – invited US Department of Justice probe of the Police Department in the city of Milwaukee, 5) Attorney Bruce Keyes Bublr Bike red-lining deal, 6) City Engineer Jeff Pollenski East/West BRT/Bus Rapid Transit downtown to Medical Complex to support Caucasians (who did not want BRT) while People of Color need public transportation to get to/from employment in Menominee Falls Industrial Park).
Mayor Tom Barrett and his budget posse continue to award Caucasian giveaways and provide less-than options annually in the budget that do very little to nothing for the status quo – too little to grow the Infrastructure of the People of Milwaukee. In-house sausage making of policies by DOA and RACM, intergovernmental agreements, and oversight of DCD is radioactive.
Mega funding without accountability and pro forma policies that do NOT show marketplace financial gains to the taxpayers is the norm.
Barrett‘s role as mayor of ALL the people of the city of Milwaukee is an obscene joke that has grown since he took office in 2004 and promised due diligence when he said one thing but moved to create Milwaukee 7 (a Caucasian-based southeastern region monopoly-oligopoly power group of 6 counties tied to the economics of Milwaukee). Milwaukee’s next mayor has 3 years to set his OR her sail for the VOTE OF THE CORE CONSTITUENTS.
Just as the tactics of demonizing African Americans and People of Color when there is PUSH-BACK due to long-term distress, lack of hope, wide-spread poverty and anger shown in the neighborhoods; i.e., massive unemployment and the unrest in Sherman Park.
We must Drain the Swamp, a 2016-2020 Campaign and Audit.
Drain the Swamp
Just as it is clear that WE must correct the under-foundation of “SWAMPY” pilings underneath the city hall building, to keep it from being destroyed; WE will work equally vigilant to chart a course to rid our city of elected-appointed-hired and donor for hire government reps (of any race) INSIDE city hall that continues the status quo.
Going forward, Mayor, Tom Barrett and 15-member Common Council (Ashanti Hamilton – District 1, Cavalier Johnson – District 2 (first term), Nik Kovac – District 3, Robert Bauman – District 4, James Bohl – District 5, Milele Coggs – District 6, Khalif Rainey – District 7 (first term), Robert Donovan – District 8, Chantia Lewis – District 9 (first term), Michael Murphy – District 10, Mark Borkowski – District 11, Jose Perez – District 12, Terry Witkowski – District 13, Tony Zielinski – District 14, and Russell Stamper II – District 15 will be scrutinized for decisions made that fail to include pre-notifications and the fingerprint of citizen participation decision making when it comes to TID/tax increment districts, NID/neighborhood improvement districts, public transportation, gainful employment, affordable and modern housing, public water, water laterals, and lead poisoning for starters.
Those appointed to head the 8 committees at the common council level as well as the mayor, his cabinet heads and appointments will be the “points for immediate and ongoing changes”.
