An existing, 10-year agreement with Waste Management is set to expire in June 2022. The $13 million franchise is one of the City’s highest-valued contracts.
A competitive procurement process would provide the greatest assurances of value, fairness in the selection process, and flexibility to select a firm with the capacity and qualifications to meet new State requirements for recycling and the diversion of food waste.
If the Council agrees to solicit bids, City staff would develop a request for proposals for the Council’s consideration in August. Staff anticipates making a recommendation to Council to award the next contract in early 2022.
Meanwhile, residents and businesses are asked to comment on what matters most to them for solid waste and recycling services to inform the next franchise agreement. Email comments on cost, customer service, reliability — and any other aspect of trash and recycling collection services — to citymanager@delmar.ca.us.
