A special City Council meeting set for 3 p.m. Tuesday includes discussions on the draft housing element update, energy product offerings of the Clean Energy Alliance, and possibly reinitiating Del Mar's Utility Undergrounding Project.

On the topic of housing, the Council will consider a Dec. 17 letter from the California Department of Housing and Community Development that reviews Del Mar's draft Housing Element Update. City staff is seeking the Council's direction in response to HCD's comments. HCD staff will participate in the meeting. The certification deadline for a final Housing Element is April 15.

A second item concerns energy product offerings from the Clean Energy Alliance. The CEA is a joint powers authority formed by the cities of Del Mar, Solana Beach and Carlsbad to provide consumers with options for purchasing more energy from renewable sources. During Tuesday's meeting, staff is recommending that the City Council review CEA's Power Supply Products Memorandum and provide input and direction to Councilmember Dave Druker, Del Mar's representative to the CEA.

Finally, Mayor Terry Gaasterland and Councilmember Dan Quirk are recommending that the City Council discuss a possible relaunch of the Utility Undergrounding Project, which was tabled after severe, pandemic-related budget reductions earlier this year. Agreement on consideration to restart the program would include direction to City Manager CJ Johnson to return to the Council with options that include an analysis of available resources.
