Encinitas Sheriff's Highlights for May: Possession of Heroin, Suspicious Package & Other Crimes
In an ongoing effort to provide more information to the public, the City of Encinitas is collaborating with the San Diego County Sheriff’s Department to produce a monthly crime report.

Foot Pursuit/Drug Arrest

Deputies responded to the Starbucks to investigate a report of drug activity occurring in the parking lot. The caller reportedly observed two unknown subjects seated inside a vehicle. The subjects were observed "smoking something from tin foil." Corporal Schmoll and Corporal Stevens arrived on scene and contacted the suspects. The female was detained at the scene. When deputies attempted to detain the driver, he pushed past Corporal Schmoll and ran southbound toward I-5/Leucadia Blvd.
Deputy Schmoll pursued the male on foot for approximately 100 yards before he jumped over a 6-foot retaining wall near the freeway. Additional units responded to the area and established a perimeter. ASTREA air support, CHP, Carlsbad PD, and Sheriff's K-9 units also responded to the scene to assist. However, the suspect was unable to be located at the time. The K-9 track concluded in the area of I-5/Ocean View Way. The suspect was identified and determined to have an extensive criminal history primarily comprised of drug related offenses, as well as a felony warrant for possession of dangerous drugs. The suspect was located and arrested by Sheriff's Deputies several days later.
The female was subsequently arrested pursuant to 11350(a) H&S – Possession of heroin and 11377(a) H&S – Possession of a controlled substance. She was later transported to the Vista Detention Facility, where she was booked into jail without incident.

Suspicious package
W. D Street at 2nd Street
Deputies Sakowski, Rayyan, and Ryan responded to a report from a resident of a suspicious circumstance. The reporting party had seen a white male in his 50s drop off a black backpack at the intersection and keep walking westbound on C Street. The deputies originally checked the area but did not see the backpack. The reporting party flagged the deputies down and directed them to the pack. Deputies Rayyan and Ryan did a preliminary check of the bag but could not determine its contents. With no way of determining the actual contents of the bag safely, Deputy Ryan contacted the Sheriff's Bomb/Arson Unit. Detectives from Bomb/Arson responded to the scene and took over the investigation. After the Detectives were unable to determine the contents, they used their water disruptor to open the backpack. It was found to contain personal toiletries.

Drunk in Public - Arrest
Moonlight Beach
Deputies responded to assist lifeguard personnel with an aggressive, intoxicated white male adult, who was reportedly harassing females on the beach. Upon contacting the suspect, deputies determined that he was exhibiting the signs and symptoms of public intoxication. He was subsequently arrested pursuant to 647(f) PC – Drunk in Public and booked into jail.

Warrant Arrest
Stratford Drive at Requeza Street
Deputies responded to a report reference a suspicious person call. There were reportedly three individuals standing in the middle of the above intersection next to a stopped vehicle. The subjects were "smoking and using profanity." One of the suspects was determined to have an active misdemeanor warrant for his arrest after a records check was completed. He was subsequently arrested on his 11357(a) H&S Possession of Marijuana warrant and transported to the Vista Detention Facility where he was booked into jail.

Narcotics Arrest
186 N. Coast Hwy 101
Deputies Chatman, Colburn, Murray, and Block received a radio call from the Pink Soul clothing boutique (642 S. Coast Hwy 101) regarding two suspicious suspects. Deputies made contact with the pair and determined the female was under the influence of a controlled substance.
During a subsequent search of the arrestee's residence, deputies located heroin, methamphetamines, and suspected stolen credit cards. The suspect was arrested for a variety of narcotic related offenses and booked into jail.

PAL/Felony Warrant
687 S. Coast Hwy 101
Deputies responded to assist Rancho Santa Fe Security officers with a security check of a vacant business. Upon checking the business for trespassers, deputies discovered a male suspect sleeping on the floor inside. The male was identified as a parolee at large with a no bail felony warrant. The suspect's criminal history is comprised of burglary related offenses. He was arrested on his outstanding warrant and transported to the Vista Detention Facility, where he was booked into jail.
