Revised Charter Proposes New Elected Official, Split Budget

The 2014 Charter Revision Commission issued its final report, proposing several changes to the town's governing document.

Brookfield’s Charter Revision Commission has released a copy of their final draft revisions to be sent to the Board of Selectmen (BOS) for deliberation before going to the voters.

The draft report (download below) highlights sections with any proposed changes, both major and minor.

Among the more significant changes are:

Section C2-6 — Removes the Board of Education, Board of Finance and Planning Commission from the list of boards that can fill their own vacancies by a vote of current members.

Section C3-2 — Creates an elected Town Moderator position, voted on every 2 years during the Municipal Elections.

Section C8-3 — Officially bifurcates the budget into two parts, Municipal and Education, for referendum vote (rather than voting whether to split the budget at the Town Meeting).

Section C9-1 — Along with language consistent with a bifurcated budget, this section is revised to automatically include Advisory Questions on all budget votes.

Addendum A, Section III — Removes Youth and Gurski Commissions from the list and increases the membership of the Library Board of Trustees from six to nine.
