Hopefully, Third Time's A Charm As Town Hall Reopens: Mayor
It was almost a year ago when Town Hall was shuttered as Mayor Joseph A Carfora declared a state of emergency. Open, closed, now open again.

EAST HAVEN, CT — It was St. Patrick's Day 2020 when Mayor Joseph A. Carfora first ordered Town Hall closed as he declared a state of emergency for the town in response to the state public health emergency that was coronavirus pandemic. More than three months later, Carfora would lift the full closure to limited in-person access with a face mask mandate for any who needed to visit. In less than five months, it would again be shuttered in mid-November 2020 as some staff tested positive for COVID-19.
Though it all, while the public wasn't allowed inside, the work went on in every department.
Now, a year after the pandemic hit, Carfora has again re-opened Town Hall, albeit with the ask that business that can be done online should and in-person visits should be on an as-needed basis.

Still, Town Hall is again open though it's mandated that anyone who enters must wear a mask, must maintain social distancing guidelines. And anyone who is not feeling well or experiencing the symptoms of COVID-19, should not enter the building.

Department by department information
Town Clerk’s Office
Town Clerk Office is open to the public however, please see directions below for those
who need to preform title searches.
Title Searchers:
- You will be required to wear a mask at all times.
- Only 2 searchers will be allowed in at a time by appointment only.
- Appointments will be 45 minutes in length starting at 8:30 AM, last appointment will be
at 2:30 PM.
- Please call the office at 203-468-3201 to schedule an appointment.
- Upon arrival, please check in with the staff.
- Please sanitize your hands before beginning work
Please let the staff know before you leave so the necessary sanitization procedures can
take place before the next appointment.

- If you are recording, you will need to schedule an appointment as well unless you can
perform a rundown prior to arriving at the office. We stop recording at 3:00 PM.
- There is a grey drop box (Town Clerk Documents Only) attached to and located by the
lower-level entrance of back of Town Hall, at the bottom of handicap ramp, which can be
used during and after business hours for land recordings.
- All land records from 1977 to present and all recorded maps are available online at
www.searchiqs.com.
Tax Office
The tax office is open to the public however, tax payments can be processed on-line at
https://www.townofeasthavenct.org. The Tax Collector’s Office may be reached at (203) 468-
3307.
Building Department
The building department office is open to the public. The building department may be reached at
(203) 468-3216.
Assessor’s Office
The assessor’s office is open to the public. The Tax Assessor’s Office maybe be reached at
(203) 468-3233.
Planning & Zoning
The P & Z Department will be open to the public. The P & Z Department can be reached at
(203) 468-3357.
