Numerous Roads Flooded, Thousands Lose Power As Elsa Slams CT
There are pictures and video of people rowing down streets in CT as Elsa dropped up to five inches of rain in a short period of time.
CONNECTICUT — The sun is shining in western parts of the state as Tropical Storm Elsa slowly departs the state, but the powerful storm's impacts will continue through the rest of the day and night.
The National Weather Service said more showers and possibly strong thunderstorms will move into Fairfield County between 6 p.m. and 10 p.m. which could produce "damaging wind gusts" and a chance for more flash flooding.
For all of southern Connecticut, a flood warning for urban area and small streams is in effect until 7 p.m.

"At 1:12 PM EDT, Doppler radar indicated heavy rain has fallen throughout the morning into early this afternoon. Residual flooding from this earlier rain is still ongoing in some locations within the warned area. Also, some area rivers and streams may exceed their banks from excess and delayed runoff within the warned area. Between 2 and 5 inches of rain have fallen," the weather service said.
Some locations that will experience flooding include:
Bridgeport, New Haven, Waterbury, Norwalk, Meriden, Milford, Middletown, Wallingford, Norwich, Shelton, Naugatuck, New London, Guilford, Southbury, Wolcott, Colchester, Clinton, East Hampton, Old Saybrook and Durham.

And a flash flood watch remains in effect until 4 p.m. Friday for Hartford, Tolland and Windham counties. A total of 2-4 inches of rain fell in northern Connecticut.
"There is a threat for significant urban and poor drainage flash flooding, as well as flash flooding of small streams. A few larger tributary rivers may go into minor flood," the weather service said.
In northern Connecticut, scattered showers and thunderstorms are possible up until 11 p.m. Another quarter of an inch of rain is possible tonight. Stamford has reported the most rain thus far at 5.1 inches, according to the weather service.
