Police Seize Uncut Heroin From New London Man; Make 4 Arrests

Four people were arrested on various drug possession charges on Friday, April 15.

On Friday, April 15, at approximately 1:56 p.m., narcotics officers with the New London Police Department and members of the Connecticut State Police Statewide Narcotics Task Force-East conducted a narcotics enforcement operation in New London.

The operation resulted in the arrest of four people.

Luis Quiles, 24, of 182 Montauk Ave. #1, New London, was arrested on the following charges:

  • Possession of Narcotics (2 counts)
  • Possession of Narcotics With Intent to Sell
  • Possession of Drug Paraphernalia
  • Seizure: 59.3 Grams of Heroin: 129 individually packaged for street level sale (49.2 Grams) and 1 large bag of uncut Heroin (10.1 Grams)

Kacey Byington, 22, of 18 Greenview Rd., Groton, was arrested on the following charges:

  • Possession Of Narcotics
  • Criminal Attempt to Possess Narcotics
  • Possession of Drug Paraphernalia
  • Interfering with police
  • Seizure: 0.5 Grams of Heroin; $41 in U.S. currency

Paul Concordia, 21, of 10 Beacon Hill Drive, Waterford, was arrested on the following charge:

  • Criminal Attempt to Possess Narcotics

Troy Linsley, 43, of 600 Meridian St., #417, Groton, was arrested on the folliowing charge:

  • Criminal Attempt to Possess Narcotics
  • Seizure: $105 in U.S. currency
