Donna Louise Rabenold, 56, of Audubon Lane, Shelton, is charged with two counts of sixth-degree larceny and single counts of offering home repair without a license and representing herself as a contractor.
Police said Rabenold runs a rug business and took deposits from two customers without performing any work.
Her contractor's license was also expired, police said.
Rabenold's bonds totaled $10,000 for appearances in Derby Superior Court.
