Erik J. Graham, 45, of Davis Hill Road, Weston, is charged with first-degree reckless endangerment.
Police said he fled the scene of a fire at Avalon apartments on Canal Street and did not report it.
His bond was set at $1,000 for an appearance in Derby Superior Court.
