Louis J. Ercole, 59, of Astor Drive, is charged with second-degree breach of the peace and second-degree unlawful restraint.
Police said he had a dispute with his neighbor and grabbed her and refused to release her. He denied touching the neighbor, police added.
His bond was set at $500 for an appearance Derby Superior Court.
