Juan Javier Figueroa, 25, of Hawkins Street, Derby is charged with being a fugitive from justice.
Police said Figueroa was reportedly begging outside of a Howe Avenue business and it was discovered he was wanted on a warrant from New York.
His bond was unavailable but he is scheduled to appear in Derby Superior Court.
