Arrest Made In South Windsor ATV-On-Car Incident
A Vernon man has been charged in relation to a strange traffic stop in South Windsor.

SOUTH WINDSOR, CT — South Windsor police on Friday arrested the driver of a car invloved in one of the most bizarre traffic stops in recent memory — an all-terrain vehicle draped over the back of a compact car.
The case dates back to Oct. 10, 2019, when an officer on the overnight shift noticed the strange combination on Route 5. The four-wheel ATV was secured by a single strap. The back wheels of the ATV were braced against the back window of the Ford Fusion, police said.
On Thursday, South Windsor police arrested the driver, 35-year-old Jacob Kilhenny, of Vernon, on an active warrant. He was charged with transporting an unsecure load, driving with improper marker lamps, the illegal possession of a weapon in a motor vehicle, carrying a dangerous weapon and interfering with an officer.

In addition to noticing the ATV on top of the Fusion, an officer also noticed the rear license plate was not illuminated, according to a report.
Kilhenney did not immediately stop for the officer, but eventually turned into an adjacent parking lot at a Mobil station on Route 5. As the officer approached the vehicle, Kilhenny, became "verbally abusive" toward that officer and other officers who had arrived at the scene and refused to comply with requests for identification and commands to show his hands, according to a report.

Kilhenny had to be removed from the vehicle and resisted as officers tried to place him in a police cruiser, according to a report.
Police located a knife in Kihenny’s right rear pocket with a blade measuring 4.5 inches long, a report indicates.

Kilhenny was transported to an area hospital for "a medical evaluation," so police applied for a later warrant.
Kilhenny was located by Vernon police on Thursday and transferred to South Windsor.
Kilhenny was initially held on a $75,000 surety bond and was to appear in Manchester Superior Court on Friday, police said.
