James D. Welch, 40, of 185 Pine st., Manchester, was charged with sixth-degree larceny, conspiracy to commit sixth-degree larceny, operating under suspension, theft of marker plate and misuse of marker plate, 3:30 p.m.

Jovanni Rodriguez, 32, of 28 Bolton St., Hartford, was charged with sixth-degree larceny, 8:33 p.m.
