South Windsor Police Officers Promoted
Promoted officers have served in South Windsor for 6, 17 and 24 years respectively.

Effective Sunday, Chief Matthew D. Reed promoted three South Windsor police officers: Sergeant Scott Custer was promoted to lieutenant; Agent Christopher Duchesne will be promoted to sergeant; and Officer Mark Halibozek will be promoted to agent.
Lt. Scott P. CusterÂ
Scott P. Custer is a 24-year veteran of the South Windsor Police Department, and will serve as commander of the Support Services Division. Custer was hired in 1989 and has served the department in many roles through the years. Most recently he has served as sergeant in the department’s support services division and serves as Public Information Officer, Evidence Officer and Communications Manager.Â

Custer has served as a Criminal Investigator, a D.A.R.E. Officer, Field Training Officer and has served as a Patrol Supervisor. He holds bachelor’s degree from Charter Oak State College, and an Associate’s Degree from Manchester Community College. He is a graduate of the Connecticut’s Criminal Justice Command Institute Supervisory Leadership Program and is currently a Master’s Degree candidate at the University of New Haven.
Sgt. Christopher R. Duchesne

Christopher R. Duchesne is a 17- year veteran of the South Windsor Police Department and was serving as a supervisor on the evening shift. He has served as a Criminal Investigator, Field Training officer, Honor Guard member and Traffic Officer. Agent Duchesne has served as the Traffic Unit supervisor and is a Traffic Accident Reconstructionist. Duchesne has served on the regional traffic unit, Metro Traffic Services and also serves a motor officer, operating one of the department’s motorcycles during special events. He holds a bachelor’s degree from Charter Oak State College.
