TOLLAND COUNTY, CT — Here are the latest arrests made by state police out of the Troop C barracks.

Nov. 7

WILLINGTON, CT — Robert Abner Rodriguez-Cruz, 21, of Willimantic, was charged with first-degree unlawful restraint, disorderly conduct and third-degree assault related to a domestic incident at a local business.

MANSFIELD, CT — Michael Welch, 71, of Stafford, was charged with driving under the influence and a lane violation after a crash on Middle Turnpike.

Nov. 9

STAFFORD, CT — Randy-Lyn Miller, 43, of Stafford, was charged with disorderly conduct and third-degree assault after a domestic incident on Ramio Road.

ELLINGTON, CT — Michael Wilson, 35, of East Hartford, was charged with driving under the influence, a window tint violation and driving while under suspension after a traffic stop on Hopkins Road.

WILLINGTON, CT — Vishnu Persaud, 40, of Hartford, was charged with driving under the influence, driving while under suspension and possession of less than a half-ounce of cannabis after a suspicious incident at the Sunoco station on River Road.

MANSFIELD, CT — Richard Mercier, 57, of Willimanrtic, was charged on a warrant with driving under the influence and driving the wrong way on a one-way street in connection with an incident on Route 6 in 2017.

Nov. 11

MANSFIELD, CT — Ethan Cabral, 19, of Hackensack, NJ, was charged with third-degree criminal mischief, interfering, assault on a public safety officer and disorderly conduct after an altercation on the roadway on Charles Lane.

Nov. 12

STAFFORD, CT — Kenneth Coutu, 39, of no certain address, was charged after a domestic incident with unlawful restraint in the second degree, second-degree threatening, third-degree assault, violation of a protective order, interfering with an emergency call, disorderly conduct and interfering.

SOMERS, CT — Nicholas Deblois, 25, of Bolton, was charged with being a negligent pedestrian, impersonating a police officer, disorderly conduct and second-degree reckless endangerment after an incident on Main Street.

Nov. 16

ELLINGTON, CT — Harry Luis Lopez-Delossantos, 45, of Ellington, was charged with risk of injury to a child, disorderly conduct, third-degree assault and second-degree threatening after a disturbance on Mountain Street.

WILLINGTON, CT — Thomas Slipski, 47, of Hartford, was charged with second-degree larceny, third-degree burglary and third-degree criminal mischief on a warrant.
