Official American Rescue Plan Numbers Released For Tolland

TOLLAND, CT — U.S. Rep. Joe Courtney (CT-02) Wednesday announced the official allocation of $252.4 million in American Rescue Plan funding to towns and cities throughout eastern Connecticut that were "hit hard by COVID-19," including more than $4 million for Tolland.

According to final funding allocations from the U.S. Treasury Department, the American Rescue Plan will provide eastern Connecticut local governments with more than $110 million, in addition to more than $142 million in aid designated for counties that will be proportionally distributed to cities and towns.

The relief funding, Courtney said, will "support critical services, jobs, and continued local economic recovery efforts," and will be dispersed in two tranches in 2021 and 2022.

"Our local towns employ thousands of essential public workers, and that’s who this funding is going to support — our police stations, fire houses, transportation hubs and more, so that we can keep people employed, keep services up and running, and keep our recovery going," Courtney said. "I've stayed in close touch with our local leaders on both sides of the aisle throughout the pandemic, and the need for more local assistance hasn't waned—towns took an enormous and totally unprecedented hit as local tax bases eroded during COVID-19, and the jobs and services they provide are essential to keeping our recovery going strong. Local jobs and local services are exactly what this new relief funding is targeted towards, and soon we'll see all our towns from the Quiet Corner to the shoreline start to feel the boost and enjoy some more breathing room thanks to theAmerican Rescue Plan."

According to final funding allocations, eastern Connecticut cities and towns will receive $110.1 million in direct support through the American Rescue Plan. Cities and towns will also receive additional support through Rescue Plan funding set aside for counties, allocated on a proportional basis.

Cities and towns will receive their total American Rescue Plan support allocations in two tranches, in 2021 and 2022.

Here is Tolland's breakdown:

• Direct municipal aid: $1,486,830
• County aid: $2,839,375
• 2021 tranche: $2,163,402
• 2022 tranche: $2,163,402
• Total: $4,326,205

The American Rescue Plan Act (H.R. 1319) requires funds to be used to respond to or mitigate the public health emergency with respect to the coronavirus or its negative economic impacts, cover costs incurred as a result of such emergency, replace revenue that was lost, delayed, or decreased (as determined based on revenue projections for the metropolitan city, non-entitlement unit of local government, or county as of Jan. 27, 2020) as a result of such emergency; or address the negative economic impacts of such emergency. In addition, funds to non-entitlement communities "may not exceed the amount equal to 75 percent of the most recent budget for the non-entitlement unit of local government as of January 27, 2020."

On May 10, Courtney announced the official allocation of more than $121 million in American Rescue Plan funding that will provide continued support to eastern Connecticut schools so that they can stay open for classroom learning.
