Tolland Man Charged In Personal, School Threatening Case: Warrant

State police have arrested a Tolland man in a threatening case.

TOLLAND, CT — A Tolland man has been charged with making threats to people and a school, state police said.

Samuel Dolcelli, 19, of Tolland, was charged Saturday with second-degree threatening. He was held over the weekend on a $100,000 bond and was to appear in Rockville Superior Court Monday, records show.

According to a warrant, A woman walked int0 the state police Troop C barracks Saturday to report "concerns" about Dolcelli. She described Dolcelli as "delusional," and claimed he had been making several threats against her, including a death threat, according to a warrant.

He had also made a vague threat about "shooting up a pre-school" but did not mention a specific school.

The woman told police he had an "obsession" with researching school shooters and was also obsessed with knives, according to a warrant. The warrant states that Dolcelli owns 15 to 20 swords, six to eight spears, several knives and three air guns.

He was also described at a paraprofessional at a preschool within the Tolland school system.

Tolland Superintendent of Schools Walter Willett said Dolcelli was a substitute and added he has been suspended. Willett cited the ongoing state police investigation to decline further comment. According to the warrant, he was hired in September 2020.

He said at no time did Dolcelli threaten anyone in the school system.

"A substitute employee for the Tolland Public Schools has been suspended from service pending an investigation," Willett said. "The alleged misconduct happened off school grounds and at no time were any of our students in harm's way."

The case also had no connection with Friday's bomb scare at Tolland High School, Willett said.
