Vice Chair Report: June 22nd Town Council Meeting

Potential Acquisition of 'Donkeyville Mill' site, Return to in-person/hybrid meetings, $725k+ in capital projects and more to be discussed.

Good Afternoon and another happy Friday Tolland! From the Vice Chair, providing a preview to next week’s Town Council meeting. On Tuesday, June 22nd we have several new items of note and one old business item to follow up on.

First, we will be taking into consideration a resolution for the town to enter into a purchase and sale agreement for the Weigold Property (aka, the Donkeyville Mill area, learn more from Tolland's own Richard Symonds Jr. https://lostmillsites.weebly.com/donkeyville-mill.html ) at a cost of $0 and to be preserved as open space for conservation purposes. This property has been a point of discussion between the town and the property owner throughout the majority of the pandemic, causing some delay. But, I am glad to see this received unanimous favorable recommendation recently by both the Conservation Commission, which I serve as liaison to, and the Land Acquisiton Advisory Committee, which I serve on with Councilor Schenher, Town Manager Rosen, Conservation Chair Jim Hutton and Planning & Development Director David Corcoran.

Second, there will be a consideration and action on the Suspense Tax List for June 30, 2021. This transfer makes these tax accounts still collectable, but not an asset of the Town. Many attempts have been made to collect through statements, demands and tax warrants to these delinquent accounts to no avail thus far.

Third, the Town Council will be discussing future actions or thoughts on the expiration of Executive order 7B, which relates to remote public meetings no longer being allowed as well as discussions around state policy recently passed regarding remote/hybrid meeting options.

Item four will be a discussion to set a public hearing for several capital projects that were previously proposed in the Capital Improvement Plan for 2021-2022. And finally, for new business, the town Council will be appointing/re-appointing several members of the public to carious boards/commissions that include the Tolland Housing Authority, Agriculture Commission and Technology Advisory Board. For a Covid-19 update, Tolland’s latest numbers from the Eastern Highlands Health District show no new Covid cases over the past two weeks. And, as of 6/18/2021, roughly 66% of our town have received one dose and 61% have been fully vaccinated, which are the highest rate for both categories across the 10 towns in our health district. I hope you all have an enjoyable Father’s Day Weekend however you celebrate it.
