Vice Chair Report: June 22nd Town Council Meeting Review

Town Council Approves $0 Donkeyville Purchase, Public Hearing set July 13th for Capital Projects, Executive Order 7B discussions and more

After a brief discussion, the Tolland Town Council unanimously authorized the Town Manager and Town Attorney to enter into a purchase and sale agreement for the Weigold Property, also known as the Donkeyville Mill area (https://lostmillsites.weebly.com/donkeyville-mill.html ), at a cost of $0 with the intention of maintaining this property as open space for conservation purposes.

The Town Council also unanimously approved the Suspense Tax List for June 30, 2021 at an amount of $34,927.99. This transfer makes these tax accounts still collectable, but not an asset of the Town. Many attempts have been made to collect through statements, demands and tax warrants to these delinquent accounts to no avail thus far, but will continue to be sought out.

In other business, the Town Council discussed the various options for conducting town business going forward in light of the recent passage of the state’s Implementer Bill, where three options have been provided through the legislation with Executive Order 7B expiring next week. The options offered with certain caveats to accommodate elected officials and members of the public are to stay fully remote, return full in person, or adopt a hybrid option. It was decided that for the July 13 meeting, it would be conducted remotely at this time while further details are reviewed in the new law and staff could procure necessary equipment. There was a commitment by Town Council for staff to procure equipment to outfit at least one room with this year’s money and up to three through encumbrance. All other boards and commissions are allowed to decide what they wish to do on their own per our Town Charter after reviewing the new state statutes among themselves.

Following this discussion, the Town Council unanimously agreed to set a public hearing for several capital projects that were previously proposed in the Capital Improvement Plan for 2021-2022 on July 13. And finally for new business, the town Council unanimously approved appointing/re-appointing several members of the public to carious boards/commissions that include the Tolland Housing Authority, Agriculture Commission and Technology Advisory Board.
