The biggest unexpected cost, Deputy City Manager Hugh Saxon said in a memo, is a $10 million, two-acre stormwater management vault under Ebster Field. It will prevent flooding at the Beacon Hill site and at downstream properties.
Also on the agenda: a vote on annexing five residential properties on Midway Road into the city.
