Williams said the lowest bidder was from out-of-state, and is a non-union contractor who has open investigations with the Illinois Department of Labor. The second-lowest bidder was in-state and a union contractor, but the company stated in the bid that they couldn't do the project until 2022, Williams said.

The project will include the rehabilitation and repainting of the village's 300,000-gallon sphere water tower on Nelson Road, board documents state.
