The following information comes from the Glencoe, Kenilworth, Northfield, Wilmette and Winnetka police departments as a record of police activity and incidents reported to the police. Criminal charges merely represent accusations by the state, and county prosecutors often choose to drop or reduce them. Updated information may be available from the Cook County Clerk of the Circuit Court. Anyone arrested is innocent unless later proven guilty beyond a reasonable doubt in a court of law.

GLENCOE

INCIDENTS

UNEMPLOYMENT FRAUD
Fifteen Glencoe residents reported between Dec. 9 and Dec. 15 that someone had used their identity to fraudulently apply for unemployment insurance benefits.

PACKAGE THEFT
Someone stole a package valued at more than $500 from a home in the 1200 block of Skokie Ridge Drive at some point prior to 11:30 a.m. on Dec. 12.

ARRESTS/CITATIONSS

Marzon Bugayong, 30, of the 3300 block of West 79th Street, Chicago, was arrested around 1 p.m. on Dec. 10 in the 600 block of Country Lane and charged with an aggravated identity theft of more than $500 that was first reported last year. Police said investigators identified him and got a warrant for his arrest. He was located after applying for a job that required a fingerprint background investigation and turned himself in.

Laura Lee Kelley, 40, of the 500 block of Debra Drive, Des Plaines, was arrested around 1 a.m. on Dec. 15 following an encounter with police near the intersection of Dundee Road and the Edens Expressway. Police said she was stopped on an offramp before driving away and stopping again on Dundee Road. Kelley was charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater. She was also issued citations for illegal stopping and illegal transportation of an open container of alcohol by a driver.

INCIDENTS

UNEMPLOYMENT FRAUD
Residents of Earlston, Richmond, Abbotsford and Robsart roads reported between Dec. 12 and Dec. 15 that someone had stolen their identity and used it to fraudulently apply for unemployment insurance benefits.


NORTHFIELD

INCIDENTS

CREDIT CARD FRAUD
A Lagoon Drive resident reported shortly before noon on Dec. 7 that someone had made unauthorized charges on their debit card.

UNEMPLOYMENT FRAUD
Between Dec. 7 and Dec. 12, seven Northfield residents reported that someone had stolen their identities and used them to fraudulently apply for unemployment insurance benefits.

SUSPICIOUS PEOPLE

  • Police were called to an office building in the 100 block of Waukegan Road for a report of a suspicious man in the lobby. The man explained he worked next door and came to the lobby to charge a cellphone.
  • Officers were called to Peachtree Place at 303 S. Happ Road for a report of a man in a clown mask outside the business. He was gone by time police arrived.
  • Police were called to the 1900 block of Valley View Road for a report of a suspicious person walking through their yard. The person, who was reported to be possibly carrying a meter reader, was gone before officers arrived.

ARRESTS/CITATIONSS

Mark F. Niedringhaus, 56, of the 4000 block of Arbor Lane, Northfield, was arrested around 6:45 p.m. on Dec. 11 and charged with domestic battery following a call about a disturbance at his home.

INCIDENTS

PACKAGE THEFT
Someone stole a recently delivered package from a front porch in the 2300 block of Lake Avenue on Dec. 4.

GIFT CARD SCAM
An employee of a Birchwood Avenue real estate office reported on Dec. 5 that someone scammed them into buying $800 in gift cards via a text message from someone claiming to be the manager. After the scammer requested another $800, the employee realized it was a scam.

UNEMPLOYMENT FRAUD
Seventeen Wilmette residents reported between Dec. 8 and Dec. 10 that someone had stolen their identity and used it to fraudulently apply for unemployment insurance benefits.

CREDIT CARD FRAUD
A Lake Avenue resident reported on Dec. 8 that someone used their credit card to make unauthorized withdrawals at ATMs in the area and outside Illinois.

CRIMINAL DAMAGE

  • On Dec. 4, a resident in the 700 block of Lavergne Avenue reported the discovery of several dents in their car.
  • Someone knocked down a portion of a fence and damaged a shed at Roemer Park, 220 Westmoreland Drive, on or before Dec. 7.

CAR BURGLARIES

  • Someone stole unspecified personal items from inside an unlocked car that had been parked in the 1000 block of Michigan Avenue at some point on Dec. 8 or prior.
  • At some point on Dec. 10, someone got into an unlocked work vehicle parked in the 2300 block of Kenilworth Avenue while its owner was doing work on a nearby sewer and stole tools of unspecified value from within.

ARRESTS/CITATIONS

A 23-year-old Chicago man was arrested around 8:15 p.m. on Dec. 5 in the 3200 block of Lake Avenue after he was pulled over while driving 66 mph in a 35 mph zone. He was issued citations for speeding and driving an uninsured motor vehicle.

A 77-year-old Highland Park man was pulled over for traffic violation around 9:15 p.m. on Dec. 9 in the 2000 block of Lake Avenue and issued citations for driving with an expired license, driving an uninsured motor vehicle and improper lane usage.


WINNETKA

INCIDENTS

UNEMPLOYMENT FRAUD
Twelve Winnetka residents reported their identities were stolen and used to fraudulently apply for unemployment insurance benefits between Dec. 9 and Dec. 13.

CRIMINAL DEFACEMENT
Someone used black spray paint to deface a concrete barrier on the north side of the pier at Tower Road Beach, 725 Tower Road, at some point between 12:30 a.m. and 10:15 p.m. on Dec. 12.

BIKE THEFTS

  • Someone stole an bike that had been left unlocked at the Skokie School, 520 Glendale Ave., between 12:30 and 3:30 p.m. on Dec. 10 for a loss of more than $500.
  • A bike of unknown value that had been locked to a bike rack outside the Skokie School was also reported stolen between 12:30 and 3:30 p.m. on Dec. 10.
  • Between 8 and 11:30 a.m. on Dec. 11, someone stole a bike worth more than $500 that had been left unattended near the Winnetka School District 36 administrative offices at 1235 Oak St.

ARRESTS/CITATIONS

Adolfo L. Montiel-Texis, 26, of the 2400 block of West Division Street, Chicago, was charged with aggravated driving under the influence of alcohol, driving under the influence of alcohol and driving with a suspended or revoked license a "few days" after a one-car crash around 11:30 p.m. on Dec. 3 in the 700 block of Elm Street. He was also issued citations for illegal transportation of alcohol and failure to reduce speed to avoid a crash. Police said the driver left the road and struck a tree in the park area to the north of the train station parking lot and damaged an unoccupied parked car. Police said Montiel-Texis suffered non-life threatening injuries in the crash but claimed to be "unable" to say if he was taken to a hospital. Montiel-Texis was also processed on active arrest warrants fore failure to appear issued by the Aurora Police Department and authorities in DuPage and Kendall counties, according to Winnetka police.
