Hingham Roads Under Construction Moratorium

The following comes from HPW DPW Superintendent Harry Sylvester, as a notice to public utilities on where they may not pursue road construction:

Below you will find a list of streets in the Town of Hingham that have been repaved or reconstructed since 2009. 

I am sure you are aware that in accordance with the General By-Laws of the Town of Hingham, the regulations of the Public Works Superintendent entitled, “Street Excavations,” on Page 7, 1st paragraph states “Street surface openings henceforth will be restricted for a period of at least five (5) years after a new permanent surface is laid, except in cases of extreme emergency. 

Since modern bituminous concrete surface materials remain in excellent condition for many years beyond the aforesaid period and since such openings are the greatest single contributor to pavement deterioration, utility companies and contractors will be strictly limited in resorting to this method of excavating town streets irrespective of surface age.
