Rosemount Council Moves Forward on Hwy. 3 Pedestrian Underpass

Once constructed, the 124-foot underpass would connect Rosemount High School with the GlenRose neighborhood.

Rosemount may soon get more bike- and pedestrian-friendly.

Last week, the Rosemount City Council voted to seek construction bids for plans to build a 124-foot pedestrian underpass below Hwy. 3. The proposed underpass and several adjacent trail connections would link Rosemount High School with the GlenRose of Rosemount development on the other side of the highway.

Construction on the project is scheduled to begin on June 10 and be completed by Aug. 31, according to Rosemount Director of Public Works Andrew Brotzler. In addition to the 124-foot underpass, crews will also construct 100 feet of sidewalk in the GlenRose neighborhood, 800 feet of trail along the west side of Hwy. 3 and relocate some utilities in the area.

The pedestrian underpass, which would be located 360 feet north of 142nd Street, would be 14 feet wide and 10 feet tall, according to city documents submitted to the council.

The total project cost is estimated at more than $1.2 million, including construction and overhead, according to Rosemount Assistant City Engineer Phil Olson. The project will likely be funded through the state aid the city receives. Bidding on the project will open on April 26.

Olson said the location for the overpass was chosen after several years of review.

"We looked at an overpass at Connemara Trail and an underpass at this location," Olson said. "This location is close to the school and close to the community center, and works from an elevation standpoint."
