2 Eagan Residents Charged In Health Care Fraud Investigation

13 total defendants are accused of making fraudulent claims that took nearly $5.4 million from Medicaid.

EAGAN, MN— Two Eagan residents have been charged in a multi-million dollar health fraud conspiracy, Acting United States Attorney for the district of Minnesota W. Anders Folk announced Thursday.

Omar Ali Osman, 28 of Eagan, and Ubah Hassan Hagi, 43 of Eagan and are both facing charges of one count of conspiracy to commit wire fraud and two counts of wire fraud, Folk said.

13 defendants total were charged and made court appearances Wednesday, Folk said.

Officials alleged that the 13 defendants participated in a scheme to defraud the Medicaid program, Folk said.

Officials said the defendants were mental health practitioners and interpreters associated with Live Better LLC, a patient services company, and Multicultural Counseling Clinic, both of which had offices in the Twin Cities.

The defendants submitted fraudulent claims through their employers for services they said they provided to Medicaid recipients, when in reality they did not provide the services, Folk said.

Some of the defendants were involved in this fraud for nearly three years, Folk said.

Due to the fraudulent claims, Medicaid paid Live Better and Multicultural Counseling Clinic nearly $5.4 million.
