Concord Man, Allenstown Woman Charged After NH Drug Crack Down
Special enforcement officers in Manchester along with the DEA arrested 10 on Thursday accused of drug dealing, meth and crack possession.
MANCHESTER, NH — Police in Manchester arrested 10 people on Thursday accusing some of drug possession while others were arrested on drug dealing charges.
According to Heather Hamel, the public information officer for the department, officers from the Special Enforcement Division, with help from the federal Drug Enforcement Agency “conducted a high-intensity enforcement operation targeting the distribution of illegal drugs within the city,” which resulted in the arrests.
Two capital region residents were charged with drug dealing: Phil Perez, 39, of Concord was arrested on a felony sale of a controlled drug-crack cocaine while Tara Zebrowski, 34, of Allenstown was arrested on a felony sale of a controlled drug-fentanyl charge.

Two Manchester residents were also arrested on drug dealing charges: Roger Bernier, 55, and Cesar Rivera-Hernandez, 53, were each charged with a single count of sale of a controlled drug-crack cocaine.
Six were arrested on possession charges: Ashley Duff, 34, of Manchester, Victoria Guay, 38, of Manchester, Orlando Ramos-Amaro, 59, of Manchester, and Enrique Castro, 46, of Manchester were all charged with a single felony count each of possession of crack cocaine. Donald Beauchesne, 35, of Manchester was charged with possession while Dennis Higgins, 55, of Peterborough was charged with possession of methamphetamine.

Hamel said police also seized $9,178 in cash, 1,659 grams of cocaine, 86.7 grams of meth, and 62.8 grams of fentanyl during the raids.
Duff, according to superior court records, was arrested in Concord in late May after being accused of failure to appear for a review hearing after being convicted on a drug charge out of Hooksett. She was also accused of failure to appear on May 24 in Hillsborough County Superior Court North on drug charges out of Manchester.
Guay was previously arrested during an Operation Granite Hammer drug sweep in Manchester in January 2016. She was accused of parole violations in Concord in 2014.
Castro was indicted on a felony criminal threatening charge from October 2019 in Manchester accused of yelling at another person while holding a hammer over his head.
Higgins, according to posts online, was arrested on aggravated driving under the influence and other charges in December 2019. He was living in Windham at the time. When he was residing in Hudson in September 2018, he was arrested on a meth possession charge in Nashua. Higgins was also arrested on burglary and assault charges in Nashua in April 2016, after a home invasion.
