Concord Men Arrested On Criminal Threat Charges: Police Log

CONCORD, NH — Sean J. Milne, 42, of Concord was arrested at 12:55 a.m. on May 21 on operating without a valid license, disobeying an officer, and resisting arrest or detention charges as well as two bench warrants. He was arrested after an incident on Grove Street.

Walter Healey, born 1954, of Concord was arrested at 7:56 p.m. on May 20 on breach of bail and criminal trespass charges after an incident at Market Basket on Fort Eddy Road.

John Allen Bousquet, 56, of Concord was arrested at 8 p.m. on May 20 on simple assault and domestic violence-simple assault charges as well as criminal threatening, criminal threatening-conduct with a firearm, and criminal trespass charges after an incident on Elm Street in Penacook. He is due in superior court on Aug. 2.

Joshua Glen Manias, 27, of Concord was arrested at 2:57 p.m. on May 20 on a criminal threatening-deadly weapon charge. He was arrested after an incident at Concord Gardens.

Victoria E. Williams, 35, of Concord was arrested at 1 p.m. on May 20 on a warrant after an incident on Integra Drive. The warrant was issued on April 13 after the Grafton County Superior Court filed a violation of probation or parole charge against her after two habitual offender convictions, out of Lebanon from March and September 2020, and a violation of probation or parole charge from September 2020.

Andrew J. Ludwig, 35, of North Main Street in Concord was arrested at 4:43 a.m. on May 20 on indecent exposure-gross lewdness and disorderly conduct charges. At around 3:45 a.m., officers were sent to Manchester Street near the Interstate 93 onramp for a report of a man with no clothes on hiding behind a lightbox, an affidavit stated. Officers searched the area but could not find the man. They remained in the area and about an hour later, heard a man screaming near Basin Street. The reporting officer exited her cruiser and saw a man with no clothes on in the grass near the end of the road. Bashfully, he refused to step out from behind grass because he was naked, the report said. The officer took a Tyvek suit from out of her cruiser for the man to cover himself up and while helping him, saw his name on a hospital bracelet, the report stated. While being questioned, the man was "not cooperative" but said he was on parole for "beating up cops," an affidavit said. The man, later identified as Ludwig, said he did not remember where he fell asleep or where he was but his clothes were taken off his body while he was sleeping, the report said. Officers arrested Ludwig for indecent exposure and accused him of beginning to yell again, stating they had no right to arrest him. Ludwig was asked if he would be cooperative during booking and he said he would not, so he was taken to county, the report stated. Dispatch called Concord Hospital which confirmed Ludwig had walked away earlier that evening, clothed, but he still had personal property at the hospital.

Ephrem J. Micaiah, 48, of Poverty Lane in Lebanon was arrested at 1:10 a.m. on May 20 on a criminal trespass charge. Police were at the Holiday Inn on North Main Street for a park and talk when Micaiah knocked on the police cruiser window asking for help finding his vehicle. Micaiah, however, was arrested by the same officer more than two months before on a trespass charge from the same hotel. The officer checked with dispatch to see if the no trespass order was still active and it was. When told he was not supposed to be on the property, the officer said Micaiah "knew he was not supposed to be on the Holiday Inn property." He was arrested, refused bail, and held.

Paul Caristi, 31, of Broad Avenue in Concord was arrested at 11:33 p.m. on May 19 on a criminal trespass charge. According to an affidavit, police were sent to Broadway for a report of a man on the ground yelling and possibly vomiting. Officers spoke to the man, Caristi, who was only wearing underwear, was "unable to stand still," and "was scratching himself all over his body." Due to his accused erratic behavior, he was detained. Police spoke with witnesses who accused Caristi of running around their yards, disturbing the peace, in nothing but boxer shorts. He was then arrested and held without bail. Caristi pleaded guilty to a drug possession charge out of New London on Jan. 27 in Merrimack County Superior Court.

Joshua A. Waters, 33, of Warner was arrested on three bench warrants at police headquarters at 8:45 p.m. on May 19. He is due back in Merrimack County Superior Court for a plea hearing on two robbery cases out of Concord and three drug possession charges out of Boscawen on July 1.

Tammy Lee King, 29, of Concord was arrested at 5:45 p.m. on May 19 on a bench warrant after an incident on Loudon Road. She is due back in Merrimack County Superior Court for a plea on a drug possession charge on June 24.

Linda-Jo N. Cutting, born 1970, of Concord was arrested at 2:19 p.m. on May 19 on a criminal trespass charge after an incident at the McKenna House on South Fruit Street. She was arrested again at 6:36 a.m. on May 21 on a criminal trespass charge after an incident at the McKenna House on South Fruit Street.

David Thomas Swett, born 1964, of Concord was arrested at 11:15 a.m. on May 19 on a disorderly conduct charge. He was arrested after an incident at Pleasant Street Family Medicine on Pleasant Street.
