Concord Woman, 2 Men Arrested On Stalking Charges: Police Log
Loudon man charged with DUI; Manchester man charged with felony theft; Wilmot man faces false fire alarm, apparatus, and mischief charges.

CONCORD, NH — Christopher Joseph Mancini, 39, of Concord received a summons at 7:46 p.m. on June 3 on a driving after revocation or suspension-subsequent charge after an incident on Village Street.
Tonya M. Delia, born 1971, of Concord received a summons at 7:18 p.m. on June 3 on a driving after revocation or suspension-subsequent charge after an incident on Fisherville Road.
William Joseph Milardo, 57 of Loudon Road in Concord was arrested at 5:13 a.m. on May 15, on a stalking charge. Just before 7 p.m. on May 14, police were sent to Russell Street for a report of a stalking allegation — Milardo was accused of walking by a home when he was supposed to be at least 300 feet from the home. Police encountered Milardo at the street's corner with Airport Road and questioned him. According to an affidavit, he said he was meeting another person on the street to obtain court documents he needed and was attempting to not violate the order of another home on the street. The officer checked the stalking order from December 2020, and found that it was active. Officers went to speak with the woman he was meeting with, found out where they met, and then measured the area on a GPS unit and found it was within 180 feet of the home with the protective order. Police also spoke with another witness who saw the meeting. Milardo was taken to Concord Hospital later and was questioned again. A second measurement was taken of the area and he was arrested.

Jack Lyman Minery, born 1994, of Loudon was arrested at 1:33 a.m. on May 14 on a driving under the influence charge after an incident on Loudon Road.
Francisco J. Berlingeri DeJesus, born 1992, of Manchester at 7:26 p.m. on May 12 on felony receiving stolen property and driving after revocation or suspension-subsequent charges after an incident on Interstate 93 near Exit 12.

Cynthia D. Saxon Hoffman, 57, of East Side Drive in Concord was arrested at 3:04 a.m. on May 11 on stalking, criminal trespass, and two breach of bail charges. Police were sent to Regency Estates for a report of an unwanted guest inside of an apartment. Dispatch informed officers the unwanted guest, Saxon Hoffman, had bail conditions that did not allow her in the apartment. Officers spoke with the complainants who accused Saxon Hoffman of leaving the area earlier. The complainants accused Saxon Hoffman of arriving at the apartment around 2 a.m. and requesting beer and money that she claimed she was owed, an affidavit stated. She then requested to sleep on the couch, the report said. "(He) was going to let her until she started screaming," the officer wrote. After taking written statements, officers searched for Saxon Hoffman and found her in the parking lot of Concord Gardens. The affidavit said she consented to a breath test, blew a 0.158, and admitted to being on East Side Drive in violation of her bail, the report stated. Saxon Hoffman was arrested and held due to "uncooperative behavior" and "consistent mood swings" during processing.
Kenny Joe Robbins, 26, of Concord was arrested at 3:53 p.m. on May 9 on stalking, felony possession of a controlled drug, and two breach of bail charges. He was arrested after an incident on North Main Street. Robbins has a number of active drug cases and is due in Merrimack County Superior Court for a dispositional conference on June 24.
Christopher Lee Lane, 28, of Concord was arrested at 8:05 p.m. on May 8 on a warrant after an incident at Irving on 114 Fisherville Road. He is due in superior court on July 29.
Crystallee Katherine Bailey, born 1988, of Concord was arrested at 10:49 a.m. on May 7 on criminal mischief and three simple assault charges after an incident on Thorndike Street.
Chandler Andrew Gossman, born 1995, of Wilmot was arrested at 11:41 p.m. on May 2 on interfere with fire alarm apparatus, false fire alarms, and criminal mischief charges after an incident at the Storrs Street Garage on Storrs Street.
Tyler R. Watkins, 35, of Manchester was arrested at 8:41 p.m. on May 2 on a driving under the influence-second offense charge after an incident on Skyline Drive.
Kara Fry, 37, of Concord was arrested at 4:42 p.m. on May 2 on two warrants after an incident on Herbert Street. The warrants were based on a violation of probation accusation after an operating after certified as a habitual offender conviction from January 2018 in Boscawen and for failure to appear at a pre-trial order on a burglary and resisting case from Woodstock in August 2019.
