Robert S. Martel, 49, of Storrs Street in Concord was arrested on a resisting arrest or detention charge at 11:54 p.m. on May 29. An officer driving in the area saw a man on the ground, attempting to get up, and went to check on him. The man, later identified as Martel, was accused of being intoxicated while covered in dirt and bark mulch. When asked for an ID, he refused, and when asked for his name and date of birth, Martel said, "You're dead" and "Go f--- yourself," according to an affidavit. The officer attempted to take Martel into protective custody and he was accused of struggling and resisting. Due to his size, two sets of handcuffs were used to eventually get him cuffed on a resisting charge. An officer found Martel to be in possession of an ID and called dispatch to check if he had warrants. At that time, Martel leaned forward and fell face-first into the pavement, the report said. Officers tried to get him to stand upright but he was accused of going limp and then, moving around in a circle on the ground. Martel was taken later to Concord Hospital by fire and rescue teams — where he was accused of kicking and fighting with nurses and police, and later, was taken to the county jail.
