Maine Man Arrested On Penacook Assault, Other Charges: Concord Cop Log

CONCORD, NH — Steven Joseph Hamel Jr., born 1987, of Concord, received a summons at 10:17 a.m. on Oct. 4 on a bench warrant after an incident or investigation at 7-Eleven at 417 S. Main St.

Roxanne Quaile, 37, of Salisbury Road in Franklin, was arrested at 1:05 p.m. on Oct. 3 on a felony possession of a controlled drug-methamphetamine charge. Around 1:45 a.m. on Dec. 15, 2023, an officer was driving east on Loudon Road near D?Amante Drive when they stopped a 2006 Hyundai Sonata after noticing ?it had trouble staying on a straight path,? according to an affidavit. The officer said the driver crossed partly into the right lane, over the dotted line, and then corrected itself back into the left lane. After straightening the vehicle out, the driver did it a second time, the officer wrote. The vehicle was pulled over, and the driver, Quaile, did not have a license due to a suspension, as stated in an affidavit, which was confirmed by dispatch. She was then arrested. At police headquarters during processing, Quaile?s purse was searched, and a glass pipe with a light brown residue was found in a pouch inside, the affidavit said. The pipe was sent to the state lab for processing, and on Aug. 13, it came back positive for meth, the report said. A warrant was issued for her arrest on the drug charge on Aug. 15.

Shaun Danny McCall, born 1980, a homeless man now located in Concord, was arrested at 1:49 p.m. on Oct. 2 on breach of bail and resisting arrest or detention charges after an incident or investigation on South Main Street. He was arrested again at 1:13 a.m. on Oct. 4 on a breach of bail charge after an incident or investigation on North Main Street.

Kimberly Stevens, born 1967, of Concord, was arrested at 12:52 p.m. on Oct. 2 on criminal mischief and resisting arrest or detention charges. She was arrested after an incident or investigation on Rumford Street.

Margaret Lyn Libby, born 1973, of Concord, received a summons at 11:20 a.m. on Sept. 27 on an unofficial inspection-registration decal violation after an incident or investigation at the Methadone Clinic-Concord Metro Treatment Center at 100 Hall St.

Christopher M. Blodgett, 50, a homeless man now located in Concord, was arrested at 12:25 a.m. on Sept. 27 on a criminal trespass charge. He was arrested after an incident or investigation at Concord Hospital at 250 Pleasant St.

Jacob C. Mason, 29, of Allenstown, received a summons at 7:30 p.m. on Sept. 27 on a criminal mischief charge. He was arrested after an incident or investigation at an apartment on Pleasant Street.

Arieana Bartlett, born 1981, of Epsom, was arrested at 1:30 p.m. on Sept. 25 on a simple assault charge after an incident or investigation at Shaw?s Supermarket at 20 D?Amante Drive.

Jasmine E. Dargon, born 1991, of Concord, received a summons at 10:48 a.m. on Sept. 25 on a bench warrant after an incident or investigation on South Main Street.

Todd R. Schimp, born 1974, of Manchester, received a summons at 8:47 a.m. on Sept. 24 on a conduct after an accident charge after an incident or investigation in the area of Pleasant Street and Pleasant View Avenue.

Justin Wayne Pate, born 1989, of Concord, was arrested at 5:10 p.m. on Sept. 23 on theft by unauthorized taking-less than $1,000 and willful concealment charges after an incident or investigation at Lowe?s at 90 Fort Eddy Road. He was arrested again at 8:50 a.m. on Oct. 1 on theft by unauthorized taking-less than $1,000 and willful concealment charges after an incident or investigation after an incident at Burger King at 15 Hall St.

William B. Mitchell, born 1964, of Saco, Maine, was arrested at 4:50 a.m. on Sept. 19, 2024, on simple assault, disorderly conduct, and reckless conduct charges. He was arrested after an incident or investigation at the Penacook Place Apartments on Heartwood Lane.
