Man Arrested 6 Times In 3 Weeks On Theft, Assault, Other Charges
Colin White was accused of skipping out on restaurant and bar tabs around Concord numerous times during a three-week period in May.

CONCORD, NH — Restaurants in the capital region have been hit repeatedly by a homeless man now located in Concord ordering food and liquor and skipping out on the bills, according to police and court documents.
In the first incident, around 9 p.m. on May 6, police were sent to Whiskey & Wine on North Main Street for a report of a man trying to leave the restaurant after ordering food and drinks but not paying the tab, according to an affidavit.
The owner of the restaurant was outside of the business with Colin White, 30, a transient. The officer asked White why he was not paying for his meal.

"White then stated, 'My friend was supposed to come through and take care of that'," an affidavit stated.
Everyone went inside the restaurant but White contended he could not pay the bill because his friend was supposed to pay, the report stated. But when asked where the friend was or if he could be reached by phone, White said he was not sure, the affidavit said. An employee added a Dunkin' Donuts card was left with the check — Shrimp Bao and two blueberry cilantro margaritas for a total of $52.32.

White was arrested and during processing, his FBI number was matched with his criminal record packet — but the reporting officer did not mention specifics. He was held and transported to county when he refused to meet with a bail commissioner.
About 14 hours later, White was arrested again on a breach of bail charge at Suds Appeal on Washington Street.
Police were called to the laundromat after a man accused White of hanging around and drinking for about three hours without washing clothes. He agreed to a field sobriety test and during the testing, officers learned he was out on bail from the day before and was required not to drink while out on bail.
White was arrested on a breach of bail charge and taken to county.
Three days later, police were sent to the Mennino Place Apartments on Storrs Street for a report of a man sleeping in the lobby of the building.
The officers found the man, later identified as White, who immediately began ordering police to "stop harassing" him. The reporting officer accused White of smelling like alcohol and slurring his words. An affidavit said he agreed to a breath test, blew a 0.123, and was arrested on two breach of bail charges.
On May 12, police were sent to The Draft on South Main Street for a theft call.
An employee at the restaurant said a short man with his hair in a "man bun" and sunglasses had ordered four Jameson Black Barrell drinks and skipped out on the check. An officer quickly found the suspect, White, on South Main Street. The reporting officer said she recognized him from previous encounters.
"Colin was extremely intoxicated during our interaction," she wrote. "Colin was unsteady on his feet and almost fell multiple times."
White, the report stated, denied being at the Draft but an employee came by and accused him of being the man who skipped out on the bar tab. White was then arrested on theft and breach charges.
The reporting officer collected a written statement from a waitress who claimed White was sitting at the bar, at first, but then, disappeared. She found him later on the deck. The waitress handed him a check and accused White of throwing $2 at her and saying, "F--- off." That's when staffers called the police.
During processing, White was unable to walk into the police station with his eyes "rolling to the back of his head," the officer wrote. Concord fire and rescue teams were called to assist and White was taken to Concord Hospital. After being medically cleared, he was returned to police headquarters for processing and said, "I don't want to deal with that bulls---," when asked about bail, an affidavit stated. He was then taken to county.
On May 24, police were sent to The Common Man on Water Street for a report of an intoxicated man refusing to pay his bill.
A bartender said a man had ordered a burger and two Jameson drinks at the bar, for a total cost of about $30. After refusing to pay, he was asked to leave but refused. Later, he left, but sat outside on a bench, the report said. Staffers went outside and nudged the man, attempting to wake him up to pay the tab. He agreed to go back inside, went to the bathroom, and then continued to refuse to pay the bill, the report said.
The officer went to the bar and immediately recognized the man to be White from "previous interactions." The officer requested he step away to speak with him and White, the affidavit said, agreed but then, began to yell and curse at the officers.
"Colin stated the reason he did not pay was because I was a thief," the officer wrote.
After speaking to the manager, White was arrested on theft, criminal trespass, and breach of bail charges. He was accused of being uncooperative and was taken directly to county.
White, police learned later, was accused of refusing to pay for tabs at the Tea Garden Restaurant on North Main Street on May 20 and Hermanos Restaurant on Hills Avenue on May 23, too, a report stated.
In a sixth incident, on May 27, an officer saw White walking out of the Manyee Restaurant on South Street around 5:15 p.m. and, knowing the previous incidents he was accused of being involved in, decided to visit the restaurant to check and see if everything was OK.
When the officer parked his cruiser, he saw an employee at the restaurant and White speaking outside. Then, after seeing the officer, White walked back into the restaurant with the employee, the report stated. The officer spoke to the employee about whether or not White had paid his bill and the employee said he had not, the report said. The tab was $22.15, the affidavit said.
"At this time, White attempted to leave the restaurant," the officer wrote, "and I ordered him to stop and told him the restaurant wanted him to pay his bill. White did not want to do that — and stated he was going to smoke his cigarette."
White repeatedly attempted to leave without paying, the officer said, while the officer grabbed onto his arm to keep him from leaving. White was accused of saying he was going to "smack the s--- out of" the officer.
White was arrested and was accused of struggling and kicking one of the officers in the knee. He was then brought down to the ground, continued to struggle, but was eventually handcuffed while sustaining a bloody nose, the affidavit said. White was accused of being "verbally abusive" even while being eyed by EMTs telling them to "go f--- themselves," the report said.
White was treated, charged with theft, simple assault, resisting arrest or detention, and breach of bail, and then taken to the Merrimack County Jail and held without bail.
