CONCORD, NH — Shawn M. Sullivan, 37, of Stickney Avenue in Concord was arrested at 3:06 a.m. on May 30, 2021, on assault, loitering or prowling, and resisting arrest or detention charges. An officer on patrol in the Storrs Street Garage saw a man standing on the top-level railing. He spoke with the man and warned him he could not hang out in the garage. The man countered, "I don’t see any signs," an affidavit stated. The officer said there were multiple "no loitering" signs throughout the garage. When asked for his name, the man said, "John Doe," according to a report, while adding he didn't know if he was going to leave the garage or not. The officer said the man was moving around as if he was going to fight him and wouldn't take his hands out of his pockets. After a few minutes requesting that he show his hands and stop moving around, the officer pulled out his Taser and warned the man again to stop, an affidavit said. When he refused, the man was Tased but the probes did not go through the man's sweatshirt, the officer wrote. The man continued the fighting stance and was hit with the Taser again but this shot also did not go through his clothes, the report stated. The man then took a swing at the officer, hit him in the arm, and the officer punched back, the report stated. The reporting officer and a second officer then took the man to the ground where he struggled but was eventually handcuffed. When asked again for his name, he replied, "John Doe," the report stated. The reporting officer was able to identify the man as Sullivan via a New Hampshire EBT card. Sullivan, the officer wrote, reported being armed with a Glock handgun with hypodermic needles in his shoes but the officer said the items were not found. Sullivan is due in Merrimack County Superior Court on June 24 on a felon in possession of a weapon charge from April 1 in Concord.

Christopher M. Blodgett, 46, a homeless man now located in Concord, was arrested at 10:52 a.m. on May 14 on criminal trespass, disorderly conduct, and breach of bail charges. Police were sent to the Irving gas station on Pleasant Street for a report of a man refusing to leave the business. The officer recognized the man as Blodgett from "previous encounters" and claimed he was "very upset and uncooperative" because he thought he was being accused of theft. The officer accused Blodgett of walking away and he was advised he was being detained. "Christopher continued to yell and be very upset," the officer wrote. Police then spoke with employees who reportedly told Blodgett to leave "multiple times" after previously being caught stealing in the store, a report stated. They also accused him of punching the plexiglass by one of the registers and refusing to wear his mask in the store. Blodgett was out on bail after being accused of setting fire to a dumpster near I-393 and setting it on fire and being arrested on a criminal trespass charge in late April. He was arrested again and taken straight to county. Later, the officer received video footage of the incident which confirmed the accusations against Blodgett by employees, an affidavit stated.
