An open letter to the New Hampshire Supreme Court
Newmarket School District and Attorney Barbara Loughman Repeatedly Lied to Our Courts! There must be accountability. Equal justice for all!
The Newmarket School District and their Attorney Barbara Loughman have repeatedly engaged in deliberate frauds upon your’s and the Rockingham Court. They committed perjury, falsification of public documents, obstruction of justice, and other illegal and unethical acts. All of this was done to shield themselves from the fact that they had violated RSA 91-A (Right-to-Know) and did not want to take responsibility.
Attorney Barbara Loughman, on behalf of the School District, knowingly lied to all of you and the Rockingham Court, when she claimed the 2015 Superintendent Search Committee, consisting of Al Zink, Clay Mitchell, Arlon Chaffee, Kim Shelton, and Craig Dionne never met. This committee did meet on November 5th through the 8th 2015. This fact is confirmed by the December 17th, 2015 audiovisual recording of the Newmarket School Board (available on youtube) and by meeting minutes of the Newmarket School Board.
Attorney Loughman also lied to the Courts claiming the Superintendent Screening Committee’s nonpublic meeting minutes were sealed from public inspection. They were not. Loughman lied to hide the fact that no meeting minutes of any kind were taken by this committee.

The only two people to ever speak on this subject, Steve Fournier and Al Zink, are both recorded in Court documents stating the minutes were not sealed. Ironically, during her criminal investigation interview, Attorney Loughman informed investigators that the only person to tell her the minutes were sealed was Al Zink! The man who informed investigators the minutes were not sealed.
The Oath required by attorneys in New Hampshire makes it a crime for attorneys to commit perjury. Not so says Sullivan County Prosecutor, Marc Hathaway. Attorney Hathaway concluded the Oath does not apply. Essentially, there is nothing in the to prevent or hold attorneys accountable for acts of perjury.

All of the above stands as a testament to the current state of our judicial system. A system where public employees, elected officials, and attorneys can commit perjury and then get rewarded for doing so.
I have done my part. I swore an oath in court and told the truth: I informed the Court that attorney Barbara Loughman knowingly and willingly repeatedly committed perjury, fraud, and falsified the public record. I have also filed criminal allegations against attorney Loughman and members of the Newmarket School Board and District with prosecutors in Merrimack, Rockingham, and Strafford Counties, all to no avail.
I will continue my pursuit for justice in the courts, with law enforcement, with prosecutors, and with the public. No one is supposed to be above the law! Not Attorneys, not school board members, and not school superintendents.
