Webster Man Pleads Guilty To Child Rape Charges Across 6 Years

CONCORD, NH — A Webster man pleaded guilty to child rape charges in Merrimack County Superior Court on Monday, according to County Attorney Paul Halvorsen.

Lance A. Locke, 45, of Centennial Drive in Webster was sentenced to 10 to 20 years in the New Hampshire State Prison which will be followed by an additional six to 20 year committed sentence. When he is released from prison, he will also have two additional 10 to 20 year suspended sentences, according to Halvorsen.

"Locke committed a horrific crime," Halvorsen said. "Not only are the facts of what he did disturbing, but crimes such as these have a lasting impact upon the victim. I applaud the bravery and strength of the victims in this case."

In January 2020, after investigating accusations against him, police issued seven aggravated felonious sexual assault, including pattern charges, and two felonious sexual assault charges against Locke dating back to January 2006 and continuing through March 2012, in Allenstown, involving two children. Pattern charges involve more than one incident or act during a period of time.

Locke was indicted in March 2020. At the time of the indictment, he was residing in Rochester. Locke was arraigned in July 2020 and during the past 10 months, the court held a number of hearings about the case.

On May 21, the court sealed an evaluation and progress summary from a treatment provider.

Two of the aggravated felonious sexual assault charges were nolle prossed as part of the plea agreement.

Locke was ordered to have no contact with the two victims.

Along with Allenstown police, the case was prosecuted by George Waldron, a deputy county attorney.
