Woman Accused Of Spit Threats Near Playground: Concord Police Log

Plymouth teen, with an active felony theft cases, arrested again; convicted drug dealer arrested on a warrant; man faces second DWI charge.

CONCORD, NH — Joshua Ryan Wilson, born 2002, of Concord was arrested at 1:58 p.m. on April 9, 2021, on a theft by unauthorized taking-less than $1,000 charge after an incident at Walmart on Loudon Road.

Kim M. Skaltsis, 50, of East Side Drive in Concord was arrested at 6:09 p.m. on April 8 on disorderly conduct, resisting arrest or detention, and two criminal threatening-conduct charges. Police were sent to an apartment building on East Side Drive for a report of a woman threatening to slit another woman's throat, according to an affidavit. They spoke with a woman who accused Skaltsis of making the threat and "spitting on other residents" all while children were playing on a playground. A number of residents, she said, had made complaints during the past several months, the report stated. But things had been "getting worse," the woman said. Another woman claimed while trying to drop off a child, Skaltsis "stuck her head into her car and began yelling profanities at her," the affidavit said. While investigating, police accused Skaltsis of opening up her apartment window and yelling expletives at the witnesses and police. She was warned to stop screaming and swearing, with police noting there were children in the area. A third witness, a man, spoke to officers and claimed he was spat on, the report stated. The report said a sergeant and two officers spoke with Skaltsis, who was accused of continuing to yell and swear, and was promptly arrested. "Come near me and I'll spit in your (expletive) face," the affidavit accused her of saying when officers informed her she was being arrested. Officers attempted to get her into handcuffs and accused her of resisting. The reporting officer said Skaltsis threatened again to spit in their faces but never did. While being led to a cruiser, however, Skaltsis "tensed up and pulled away" while yelling, "I will (expletive) kill you." In the cruiser, she was accused of "flailing around" and was taken straight to the county jail.

Joseph Albert Nault, 31, of Concord was given a summons at 10:20 p.m. on April 5 on a bench warrant.

Isaac Khalil Lafayette, 19, of Plymouth was arrested at 10:12 p.m. on March 31 on a theft by unauthorized taking-less than $1,000 charge after an incident at Orange Leaf on North Main Street. He has two felony theft charges working their way through Merrimack County Superior Court. Lafayette is due back in court for a status conference on May 20.

Gregory Stephen Witham, 23, of Concord was arrested at 2:25 p.m. on March 30 on a warrant and a bench warrant. According to Belknap County Superior Court, he failed to appear at a probation violation hearing on March 18. He posted bond on April 2 and is due back in court on June 3.

Cody E. Rudolph, born 1995, of Northfield received a summons for a bench warrant at 5:59 p.m. on March 28 after an incident on North State Street.

Jason Sargeant, born 1974, of Concord was arrested at 11:18 p.m. on March 27 on a driving while intoxicated-second offense charge after an incident on South State Street.

Steve R. Lacasse, born 1972, of Hudson received a summons at 6:27 p.m. on March 24 on a simple assault charge after an incident on Downing Street.

Jared M. Moore, born 1994, of Concord received a summons at 6:10 p.m. on March 24 on conduct after an accident and improper backing-interstate charges after an incident on Rumford Street.

Annamarie Damato, 42, of Stoddard was arrested at 5:40 p.m. on March 24 on a bench warrant. Damato has an active DUI and drug charges case out of Henniker from September 2020. She was convicted on drug dealing and possession charges in May 2012, and accused of violation of a court order in January 2020. She is due back in superior court on June 2.

Scott R. Hall, born 1993, of Penacook received a summons at 8:20 a.m. on March 24 on a driving after revocation or suspension charge after an incident on Fairview Drive.

Aristarque Manzombi-Bongambe, born 2001, of Concord was arrested at 10:15 a.m. on March 23 on a bench warrant after an incident at the Sun Bright Coin Operated Laundry on Loudon Road.
