I get these calls almost every do. They often go directly to voice mail. The message announces itself as coming from either Chase or Bank of America (I have no account with either) then continues in Mandarin.
I am not Asian and I do not know Mandarin but I know what the language and message is from the feedback complaints of others.
It is a scam designed to take advantage of local Asian people by scaring them into thinking they are in some sort of trouble with the Chinese government.

I assure you this is a scam. I get these calls almost daily. Report them anywhere you can!
