LI Man Left 21 Dogs Outside in Freezing Cold: Police

He was arrested Thursday morning when the temperature was 24 degrees with a wind chill of 11.

ROCKY POINT, NY – A Long Island man was arrested for leaving more than 20 dogs outside in freezing temperatures Thursday morning, police said.

Seventh Precinct Police Officer Karen Grenia was on patrol when she heard dogs barking at approximately 9:55 a.m. and discovered 21 Rottweilers in the backyard of a residence at 147 Broadway in Rocky Point. Nine of the dogs were found in travel crates in a shed, according to Suffolk Police.

Jose Borgos, who indicated he is a breeder, was charged with 21 counts for violating the New York State Agriculture and Markets Law pertaining to appropriate shelter for dogs left outdoors, police said. He was also charged with 21 counts of violating Suffolk County Code on outdoor restraint of animals, which prohibits a dog from being tethered when the temperature is below 32 degrees.

Borgos, 52, who lives at the home, was scheduled for arraignment at later date. The Town of Brookhaven Animal Control responded and will determine placement of the dogs.
