According to information from the Bucks County SPCA, Kady's owners did come forward but were unwilling to comply with the humane officer’s order to provide veterinary care for the animal. They then decided to relinquish the dog to the SPCA's care.
"Kady is now being treated by our veterinary team and is expected to have a prolonged recovery period. She is receiving lots of love from our staff," the local SPCA said in a Facebook post.
