Upper St. Clair Again Holds The Line On Taxes
The township's 2020 budget maintains the current tax rate for the 11th consecutive year.
UPPER ST. CLAIR, PA - The township's 2020 budget has been adopted and it keeps the tax rate unchanged for the 11th straight year. The real estate levy will remain at 3.83 mills and the earned income tax rate will remain at 0.80 percent.
“The 2020 budget allows the Township to continue providing high quality services in the coming year while keeping an eye on the future,” township manager Matthew Serakowski said in a township release.

Upper St. Clair staff will continue to explore opportunities for sidewalk construction in 2020, focusing on areas where current segments can be connected and neighborhoods can be linked to civic amenities.
The next phase of the perimeter trail is expected to commence in 2020. The project will extend from its current end near Rostron Drive towards the Morton Fields Complex. The final trail segment to connect to the Morton Fields Complex is planned for 2021.

At the Community & Recreation Center, the most significant capital project will be the $1 million replacement of the HVAC unit that serves the indoor pool area. Additionally, the annual replacement of fitness and aquatics equipment will continue in 2020. The Community & Recreation Center’s facilities implementation team is expected to make several major recommendations to the Board of Commissioners in 2020 related to capital improvements and rates.
Upper St. Clair’s partnership with PennDOT on a two-year plan to improve the traffic signals along Route 19 will continue with four more intersections slated for 2020. Upper St. Clair Staff will also work with PennDOT to coordinate its roundabout project at the intersection of McLaughlin Run, McMillan and Lesnett roads. The project is slated to begin in 2020, starting with sewer improvements in the area.
