Will Newport Water Rates Be Headed Up in 2021-2022?

COVID-19 Having Major Impact on Water Systems Across U.S.

COVID-19's impact has been a hot topic for municipal water systems across the U.S. because many have been experiencing sudden changes in demand, and cash flow issues because of non-payment of water bills. A national report from water rate hike consultant Raftelis (used by City of Newport to justify recent water rate hikes) highlights the current challenges: https://nicholasinstitute.duke.edu/sites/default/files/publications/COVID-19-Resources-Impacts-on-Water-Utility-Consumption-and-Revenues.pdf

Some initial questions may include:

1. To what extent has the 2020 wane in Newport tourism impacted water usage by hotels, restaurants, & related establishments? (Commercial water usage covers the system's substantial overhead costs which then drives the retail water rates that residents pay).

2. To what extent has Newport’s water system cash flow & financial condition been negatively impacted by usage changes, payment deferrals, and non-payments from cash-strapped Newport residents?

3. To what extent has city manager Joseph Nicholson briefed the city council on the current financial health of the Newport water system? Has the water system provided a rate forecast for 2021-2022 so that citizens and businesses can plan for looming rate hikes?
