Former County Planner Arrested for Indecent Exposure
Raymond Utz, the former PWC assistant planning director, reportedly exposed himself to two drivers while behind the wheel Monday.

A former Prince William County government director faces charges after reportedly exposing himself and making obscene sexual displays to two women while driving.
Raymond Utz, 49, of Fredericksburg, was arrested Wednesday, Nov. 19 and charged with two counts of indecent exposure and two counts obscene sexual display. Utz served years as the county’s chief of long range planning since 2003 and was promoted to assistant planning director in January.
According to police, a 38-year-old Triangle woman was stopped at the intersection of Gideon Drive and Smoketown Road in Woodbridge around noon Monday when the driver of a black Honda CRV pulled his vehicle beside her.

The driver, the vehicle’s sole occupant, reportedly lowered the passenger side window before exposing himself and making an obscene sexual display. The victim was able to provide police with the vehicle’s license plate number, which was registered to Utz.
The vehicle matched the description of a similar incident reported earlier Monday in Woodbridge. The 39-year-old victim told police that she was stopped at the intersection of Old Bridge Road and Mohican Drive in Woodbridge when a black Honda CRV pulled next to her vehicle. The driver lowered the passenger side window, exposed himself and made an obscene display.

The victim pulled away from the other vehicle and immediately contacted police. Following an investigation, the accused was determined to be connected to both incidents and was subsequently charged.
Utz was released on a summons to appear in court.
