This is the proof that the sub base work not only wasn't done, but covered up right away to hide the fact! And proof no testing was done!
So as the photos show that the Contractor just ground a 8’ wide path through the old Asphalt on 10/17/2019 and started trucking in the new fill (which wasn’t approved due to too many fines in fill). The City’s Manager was notified by email with photos on that day while it was going on.
This also proves that the 12” of the old base rock wasn’t Scarified as required in the Lump Sum Bid Job Design Specifications. And the Top 6” of the Old Base rock re-compacted to 90%. That is why the New Path is 6” higher then the old one was, and it holds more water now, then it did before.
It also proves that no testing was done by Third Party!
